Division personnel have reviewed and approved your application for renewal of the
subject permit. Accordingly, we are forwarding the attached NPDES permit. This permit is
issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated October 15, 2007 (or as subsequently amended).
Summary of Changes in the Final Permit from the Existing Permit
1) Total Quarterly Flow reporting, Nitrate/Nitrite Nitrogen reporting, Total Kjeldahl
Nitrogen reporting, TN Load reporting, special condition A.(2) Calculation of Total
Nitrogen Load, and special condition A.(4) Annual Limits for Total Nitrogen was
removed. Reporting and conditions are no longer required to meet TMDL.
2) Settleable Solids requirement was removed. Monitoring for this parameter is no longer
required.
3) pH monitoring with a limit range of not less than 6.0 S.U. nor greater than 9.0 S.U was
added. 40 CFR 429.100 Subpart I Wet Decking Storage requirement.

are unacceptable to you, you have the right to an adjudicatory hearing upon written request
within thirty (30) days following receipt of this letter. This request must be in the form of a

All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Jerry G. Williams & Sons, Inc.
is hereby authorized to:

1. Continue to discharge wet-decking water(and stormwater runoff) from the Wet Log Deck Storage
site.
This facility is located in Smithfield ,NC at 524 Brogden Road in Johnston County.
2. Discharge at the location specified on the attached map into an unnamed tributary to the Neuse
River, classified WS-V,NSW waters in the Neuse River Basin.

A. (1) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
a. During the period beginning on the effective date of this permit and lasting until expiration, the
Permittee is authorized to discharge wet-decking wastewater from Outfall 001. Such discharges
shall be limited and monitored by the Permittee as specified below:

Footnotes:
1. Flow shall be monitored at least once each week, either during a discharge caused by rainfall
[stormwater runoff] or during a discharge from wet-decking operations. Monitoring during rain
events is preferred, but flow readings from wet-decking runoff are acceptable during weeks
when no rainfall occurs.
2. Samples for these parameters will be collected on the same clay as flow monitoring is reported.
TN and TP shall be monitored once each quarter on the same day as other samples are collected.
3. For a given wastewater sample, TN = TKN + (NO3-N +NO2-N), where TN is Total Nitrogen,
TKN is Total Kjeldahl Nitrogen, and (NO3-N + NO2-N) are Nitrate and Nitrite Nitrogen,
respectively.
b. There shall be no debris discharged from the facility.
c. There shall be no discharge of floating solids or visible foam in other than trace amounts.
d. There shall be no discharge of process wastewater pollutants associated with sawmill operations.
A. (2) BIOCIDE CONDITION
a. There shall be no chromium, zinc or copper added to the treatment system except as pre-
approved additives to biocidal compounds.
b. The Permittee shall obtain approval from the Division's Aquatic Toxicology Unit prior to the use
of any biocide (not previously approved by the Division) in the effluent discharged under this
permit. Approval for use of any biocide not previously approved should be requested at least 90
days in advance of any planned usage.
c. Contact the Aquatic Toxicology Unit for detailed instructions on requesting approval of biocides:

BACKGROUND
Jerry G. Williams & Sons, Inc. operates a wet decking operation near Smithfield, NC that
produces approximately 11,600,000 board feet of product annually. The resulting seasonal
process wastewater discharge occurs 8 months out of the year and averages 0.144 MGD
monthly. This facility SIC is 2421 and federal guideline 40 CFR 429 Subpart I applies. The
discharge is to an unnamed tributary to the Neuse River, a class WS-V,NSW water in the Neuse
River Basin.
As a discharger into the Neuse NSW all nutrient rules, rules narratives, and rules reporting
requirements including any revisions are applicable. As a discharger into a WS class water,
WRC/PWSS Regional Engineer will be required to approved the final permit.
HISTORY
2008—Renewal permit issued with addition of special condition narrative for"Annual Limits for
Total Nitrogen".
TREATMENT PROCESS
Wastewater is captured from the wet decking (stacked logs are sprayed with raw well water via
irrigation system) concrete pad. The wastewater passes through a mechanical screen into an on
site ditch that flows to a unnamed tributary then to the Neuse River. The screen and drainage
area are cleaned routinely to remove any wood byproducts such as bark to prevent build up.
COMPLIANCE
Since January 2008 there were 7 TSS limit violations, 5 for daily and 2 for monthly. The
resulting enforcement action fine was rescinded by the Director because of noted variability in
reported data and seasonal start up influences.
PERMITTING STRATEGY
Wet decking wastewater NPDES discharge is covered under 40 CFR 429 Subpart I which has
two defined requirements:

1) pH cannot be less than 6.0 S.0 nor greater than 9.0 S.U.
2) No debris can be discharge.
Item 2 above is in the existing permit and will continue. Item 1 above will be added in this
permit.
Based on best professional judgment, secondary standards requirements for TSS will continue,
the Settleable Solids requirement will be removed, and the Oil and Grease monitoring will
continue. The special biocide condition will continue.
Data Review
DMR data from June 2011 to November 2012 was reviewed and is summarized in Table I.

Neuse Basin Nutrient Rule
Based on the TMDL and the facility's documented TN mass load impact as a non-Nitrogen
discharger, this facility is no longer required to report TN mass load nor individual TKN or
(NO3-N +NO2-N) measurements nor provided a total quarterly flow. The special conditions for
Annual Limits for Total Nitrogen and Calculation of Total Nitrogen Loads will be removed.
However, as a discharger into NSW per 15A NCAC 02B.0508, quarterly monitoring for TN and
TP are required and will continue.
SUMMARY OF PROPOSED CHANGES
In keeping with Division strategies the following will be incorporated into the permit:
• pH monitoring with a limit range will be added.
• TN Mass Load and Total Quarterly Flow monitoring will be removed.
• TKN and Nitrate and Nitrite reporting will be removed but will still be necessary to
determine TN.
• Special conditions for Annual Limits for Total Nitrogen and Calculation of Total
Nitrogen Loads will be removed.

Subpart I—Wet Storage Subcategory
§429.100 Applicability; description of the wet storage subcategory.
This subpart applies to discharges to waters of the United States and to the introduction of process
wastewater pollutants into publicly owned treatment works from the storage of unprocessed wood, i.e. ,
the storage of logs or roundwood before or after removal of bark in self-contained bodies of water(mill
ponds or log ponds)or the storage of logs or roundwood on land during which water is sprayed or
deposited intentionally on the logs(wet decking).
§429.101 Effluent limitations representing the degree of effluent reduction attainable by the
application of the best practicable control technology currently available (BPT).
Except as provided in 40 CFR 125.30 through 125.32, any existing point source subject to this
subpart must achieve the following effluent reduction attainable by the application of the best practicable
control technology currently available(BPT): There shall be no debris discharged and the pH shall be
within the range of 6.0 to 9.0

Sludge Management Plan
The wet log deck storage site does not generate any sludge or other solids. Any bark
that is screened out prior to discharge is collected and sold off site as mulch.
