Thanks much Zach. We had a schedule update meeting yesterday and they are hoping to have all permits in hand by the
end of February so we can mobilize in March. Since we still have to get the express erosion control permit after this one
is approved, anything you can do to expedite this one would be greatly appreciated.

Hi Zach and Janet —
I have money in the project budget for these mitigation credits — and I'm just itching to spent it. Q But, I need a bit of
education here. If there are only partial credits available, can we get an exception to purchase them from another
watershed? Are there other options?
We're desperately trying to get out of the ground in the spring (hopefully March or beginning of April at the latest), so
I'd really like to figure out where to send a check soon.

Hi Zach,
We received some additional information from the design team that we hope will hope will address your
questions. Also, the Stream and Wetland Impact figure has been revised, and the revised figure is attached for your
review.
• 1131: the footprint of the building; mitigation required — UNC is in agreement that this impact is due to the
footprint of the building and mitigation is required.
1132: Is this a perpendicular sewer crossing that impacts greater or less than 150 linear feet of riparian buffer?
Please clarify — This is a perpendicular stream crossing that impacts a maximum of 113.5 linear feet of
buffer. The wetland area impact is not included in this total.
• B5 & 1136: these impacts are for the culvert for the stream which is for the building? Mitigation required. — UNC
is in agreement that the impacts are for the culvert, which is part of the building footprint and that mitigation is
required.
• B7: Boulders? What is the purpose and need for these boulders? — According to UNC's design team, the
boulders are being utilized to retain small amounts of grade to tie back into the existing topography. They are
also intended to be a landscape element that complements plantings and the natural features of the existing
wooded stream buffer. The intent is to utilize a natural material to decrease grading extents and avoid the use
of retaining walls.
• Have you secured a mitigation bank or found a mitigation bank for these impacts? Zach and I are reviewing
the impact map and PCN application and the PCN indicates a permanent stream impact of 62 linear feet only,
whereas, the impact map your provided on 11/18/22 indicates the following temporary impact of 21 linear
feet. UNC has found a mitigation back for a portion, but not all of the required mitigation credits for these
impacts.
• Zach and I are reviewing the impact map and PCN application and the PCN indicates a permanent stream
impact of 62 linear feet only, whereas, the impact map your provided on 11/18/22 indicates the following
temporary impact of 21 linear feet. —The proposed stream impacts include 62 If of permanent impact and 21 If
of temporary impact, for a total 83 linear feet of stream impact.

Thanks for speaking with me today and for your patience with scheduling the call! I've attached a copy of the Word
document version of the PCN. The Buffer Impact Table is on page 12. 1 believe they've locked it to only allow certain
entries, but you are welcome to use that table or create a similar table in Excel/Word/PDF/etc that contains that
information (Site/Impact Type (description)/Duratio n/Stream Name(for multiple streams in a project)/Mitigation/Zone 1
impact/Zone 2 impact).
Our Supplemental Information Form is probably the easiest method of sending us large files, such as updated plans. You
can find it here: https://edocs.deg.nc.gov/Forms/Supplemental-Information-Form
• Choose "More Information Response" for Project Type
• Choose "Yes" if you want to send a copy to the Corps at the same time
• Use Existing DWR ID 20220973 Version 1.
• If you could please send me a quick email letting me know you've submitted info using the Supplemental
Information form after you hit submit, that would be very helpful! The automated email that I get sent doesn't
always tell me which project has sent me more information.

Hi Colleen,
I've reached out to the design team to address your questions. Here are their responses to
your questions.
1. Yes, the stream will be piped as opposed to filled, although there will be rip -rap placed in a
portion of the stream adjacent to the new flared end section.
2. All that is provided on the Civil Sheets is the invert of the Flared End Section. Civil Sheet C102,
with this information, is attached.
3. 147 linear feet is the total length of stream. The project is proposing a stream impact of 62
linear feet.
4. Please see the attached, revised Stream and Wetland Impact drawing. The reddish shaded
portion is the area of proposed impact.

Hi Sharon,
My apologies for the delayed response.
I started looking at this one today. I'm planning to speak with Sue Homewood again on Monday to make
sure we are on the same page, but if you could answer the following quick questions, it would help me
out:
1. Is the stream being piped or is it being filled? I thought it was going to be piped to an existing
system, but the "Fill — including rip rap" in the impact table has me a bit confused.
2. Is there a profile/details on the "flared end section inv"? It says "Refer to Civil Drawings" on
sheet L-153, but I am not seeing it in the pages included.
3. Can you please double check the length of stream being impacted? The label pointing to the
stream in the impact map says 147 LF.
4. Am I understanding that you are not impacting the section of stream and buffer I've highlighted
in yellow/circled in black below? Typically plans will show the entire buffer as an outline, but
they will not shade the buffer unless it is being impacted.

Dear Colleen Cohn,
After review of the submitted permit application for the subject project, received July 18, 2022, and
NWP 39 corresponding WQC, dated December 18, 2020, it appears that an individual 401 water quality
certification (WQC) is required from the NCDWR for the proposed activities. The ePCN received by our
office provided the 9 required elements for an individual WQC. This permit application/ePCN,
constitutes the Corps initial receipt of the 401 WQC application. Unless NCDWR is granted a time review
extension, a waiver will be deemed to occur if the NCDWR fails to act on this request for certification
within 120 days from the date of the complete 401 request. The reasonable period of time (RPOT) for
you to act on this WQC request is 120 calendar days. The date upon which the waiver will occur if you
fail or refuse to act on the certification is November 15. 2022.
Dear Sharon Myers: Please note, should we finalize our review prior to receiving the 401 WQC, you will
receive a provisional general permit verification from the Corps. Once a 401 WQC is issued or waived by
the DWR, the Corps will provide you with a final general permit verification. Your proposed work shall
not commence until after the 401 WQC has been issued or waived AND until a final general permit
verification has been provided to you.
