I. INTRODUCTION:
This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for
the analysis of environmental samples.
II. GENERAL COMMENTS:
The laboratory was neat and equipment was well maintained. Records were maintained according to the
appropriate retention schedule and well organized, however, some quality control procedures need to be
implemented.
The laboratory was given a packet containing the technical assistance documents and quality control
requirements for all field parameters during the inspection.
Finding A is a new policy that has been implemented by our program since the last inspection.
III. FINDINGS, REQUIREMENTS, COMMENTS AND RECOMMENDATIONS:
General Laboratory
Recommendation: The North Durham laboratory is currently only certified for Total Residual Chlorine
under North Carolina Wastewater/Groundwater Laboratory Certification certificate number 5525.
Dissolved Oxygen, pH and Conductivity are also being analyzed by the same laboratory personnel;
however, these parameters are reported under the South Durham certificate number 176. It is
recommended that all parameters analyzed by North Durham personnel be included on the North
Durham laboratory certificate attachment. The issue was discussed with Mr. Robert Dodson of the South
Durham Facility and he agreed that this arrangement would work with the way the two facilities operate
administratively. To add these parameters to the North Durham certification, please submit a completed
Amendment to Certification Application requesting the addition of these parameters along with acceptable
Proficiency Testing (PT) sample results from an accredited vendor. These PTs will also satisfy North
Durham’s 2011 proficiency testing requirements.

Documentation
A. Finding: The laboratory needs to increase the documentation of materials and reagents used
or made in the laboratory.
Requirement: All chemicals, reagents, standards and consumables used by the laboratory
must have the following information documented: Date received, Date Opened (in use), Vendor,
Lot Number, and Expiration Date (where specified). A system (e.g., traceable identifiers) must
be in place that links standard/reagent preparation information to analytical batches in which the
solutions are used. Documentation of solution preparation must include the analyst’s initials,
date of preparation, the volume or weight of standard(s) used, the solvent and final volume of
the solution. This information as well as the vendor and/or manufacturer, lot number, and
expiration date must be retained for primary standards, chemicals, reagents, and materials
used for a period of five years. Consumable materials such as pH buffers, lots of pre-made
standards and/or media, solids and bacteria filters, etc. are included in this requirement. Ref:

Comment: The laboratory is recording the date the chemical or reagent is received and
opened on the containers, but is not maintaining a record once the container is disposed.

B. Finding: The laboratory is not documenting the time the calibration check samples are analyzed
on the benchsheet.
Requirement: Whenever samples are analyzed, the calibration check sample must be analyzed
and the time the calibration check is performed must be documented. Ref: Technical Assistance
for Field Analysis of Total Residual Chlorine.
IV. PAPER TRAIL INVESTIGATION:
The paper trail consisted of comparing laboratory benchsheets and contract lab reports to Discharge
Monitoring Reports (DMRs) submitted to the North Carolina Division of Water Quality. Data were
reviewed for the North Durham Reclaimation Facility (NPDES permit #NC0023841) for the following
months: January, February and March, 2011. There were no transcription errors detected. The facility
appears to be doing a good job of accurately transcribing data.
V. CONCLUSIONS:
Correcting the above-cited findings will help this lab to produce quality data and meet certification
requirements. The inspector would like to thank the staff for its assistance in the inspection and data
