This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for
the analysis of environmental samples.
GENERAL COMMENTS:
The facility has submitted an application to obtain Field Parameter certification. Compliance monitoring
analyses are currently being analyzed by a North Carolina Certified Laboratory. The laboratory was
analyzing process control samples, and using practice (training) analyses, to fine tune laboratory systems
in preparation of generating certified data. The facility has all the equipment necessary to perform the
analyses.

A. Finding: Copies of analytical methods were not available to each analyst.
Requirement: A copy of each approved analytical procedure must be available to each analyst.
Ref: 15A NCAC 2H .0805 (g) (3).
Comment: Laboratory personnel indicated they intended to purchase a copy of Standard
Methods 21st Edition.
pH — Standard Methods, 215t Edition, 4500 H+ B
Comment: The temperature sensing devices on the pH meter had been calibrated against an NIST
certified thermometer; however the corrections were not posted. Technical Assistance for Field
Analysis of pH states: All temperature sensing devices on meters must be calibrated against a NIST
certified or NIST traceable thermometer annually (every 12 months) and proper corrections made and
documented. The meter reading must be less than 1°C from the NIST certified reading to be
acceptable. Document the serial number and manufacturer of the NIST thermometer that was used in
the comparison. Document any correction that applies (even if zero) on both the meter and on a

separate sheet to be filed. Acceptable corrective action was implemented during the audit. The proper
corrections were posted on the pH meter. No further response is necessary for this finding
B. Finding: pH values are reported that exceed the method specified accuracy (0.1 s.u) for this
analysis.
Requirement: A variance of ± 0.1 pH unit represents the limit of accuracy under normal
conditions, especially for measurement of water and poorly buffered solutions. For this reason,
report pH values to the nearest 0.1 pH unit. Ref: Standard Methods, 20th Edition, 4500 H+ B. (6).
C. Finding: Proper units of measure are not being documented on bench and calibration sheets.
Requirement: Data pertinent to each analysis must be maintained for five years. Certified Data
must consist of date collected, time collected, sample site, sample collector, and sample
analysis time. The field bench sheets must provide a space for the signature or initials of the
analyst, and proper units of measure for all analyses. Ref: 15A NCAC 2H .0805 (g) (1).
D. Finding: Instances were observed where the pH calibration check exceeded ± 0.1 s.u. and no
corrective action was taken.
Requirement: For routine work, use a pH meter accurate and reproducible to 0.1 pH unit with a
range of 0 to 14, equipped with a temperature compensation device. Follow all manufacturers'
recommendations for the calibration of the meter each analysis day. In all cases, the meter
must be calibrated with at least two buffers. Calibrating with the pH 4 and pH 10 buffers meets
standard methods requirements and brackets the pH range for most monitoring (with the
exception of sludge) scenarios. The calibration; however, must bracket the range of the
samples being analyzed. In addition to the calibration standards, the meter must be verified with
a third calibration standard (e.g., pH 7 buffer). In order to meet the above -specified criteria, the
standard must read within a range of pH 6.9 to 7.1 to be acceptable. Ref: Technical Assistance
for Field Analysis of pH.
Comment: The meter is calibrated with a 4 and 7 buffer and checked with a 10.
Recommended: It is recommended that the manufacturer's manual be referred to for
troubleshooting guidance.
No paper trail performed.
V. CONCLUSIONS:
Correcting the above -cited findings and implementing the recommendation will help this lab to produce
quality data and meet certification requirements. The inspectors would like to thank the staff for its
assistance during the inspection and data review process. Please respond to all findings.
