Dear Mr. Schwartz:
The Division received your application for a wastewater discharge permit on February 2, 2005.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated May 2004, and as subsequently amended.
A Total Residual Chlorine (RC) limit has been added to this permit. Because you may need time to
make modifications to your plant in order to comply with this new condition, the TRC limit will not take effect
until February 1, 2007.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings,
6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such demand is made, this decision
shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

This permit and authorization to discharge shall expire at midnight on July 31, 2010.

SUPPLEMENT TO PERMIT COVER SHEET
As of August 1, 2005, all previous NPDES permits issued to this facility, whether for operation or
discharge are hereby revoked. As of the effective date of this permit, any previously issued permit
bearing this number is no longer effective. Therefore, the exclusive authority to operate and
discharge from this facility arises under the permit conditions, requirements, terms, and provisions
included herein.
USC, Inc.
is hereby authorized to:
1. Continue to operate an existing 0.3-acre waste stabilization lagoon followed by
chlorine (gas) disinfection located at the Main Plant site at 511 Hoffman Road,
Lincolnton, North Carolina in Gaston County, and
2. Discharge from said treatment works at the location specified on the attached
map into South Fork Catawba River, which is classified WS-IV waters in the
Catawba River Basin.

NOTIFICATION OF INTENT TO ISSUE
A NPDES WASTEWATER PERMIT
On the basis of thorough staff review and application of NC General
Statute 143.21, Public Law 92-500 and other lawful standards and reg-
ulations, the North Carolina Environmental Management Commission
proposes to issue a National Pollutant Discharge Elimination System
(NPDES) wastewater discharge permit to the person(s) listed below
effective 45 days from the publish date of this notice.
Written comments regarding the proposed permit will be accepted until
30 days after the publish date of this notice. All comments received
prior to that date are considered in the final determinations regarding
the proposed permit.The Director of the NC Division at Water Quality
may decide to hold a public meeting for the proposed permit should
the Division receive a significant degree of public interest.

Catawba River Basin. This facility operates one outfalt 001 (treated
wastewater). Currently BOO, TSS, Oil and Grease, CWT and OCPSF
parameters are water quality limited. This discharge may affect future
allocatons in this portion of the Catawba River Basin.
The Gateway Village, LLC (800 West Trade St.. Suite 100, Charlotte, NC
28202) has applied for renewal of NPDES permit N00086517 for the
Gateway Village In Mecklenburg County. This permitted facility dis-
charges treated groundwater to the Irwin Creek in the Catawba River
Basin. Currently T55 and Tetrachloroethene are grater quality limited.
This discharge may affect future allocations in this portion of the
Catawba River Basin. -
The Town of Star, PO. Box 97 in Star. North Carolina 27356 has request-
ed modification of NPDES permit NC0058548 for its Star WWTP in
Montgomery County. The modification allows for a reduced flaw limit
with corresponding monitoring requirements. This permitted facility
discharges treated wastewater to Cotton Creek in the Cape Fear River
Basin. Currently, BOO. ammonia nitrogen, total residual chlorine, cad-
mium. chloride. cyanide, lead and nickel are water quality limited. This
discharge may affect future allocations in this portion of the watershed.
City of Albemarle Wastewater Treatment Plant. NPDES Permit Number
NC0024244. Stanly County, has applied for reneWat of its permit dis-
charging treated wastewater to the Long Creek in the Yadkin River
Basin. Currently BODS, NH3, Dissolved Oxygen, total residual chlorine,
fecal coliform'and other parameters are water quality limited. This dis-
charge may affect future allocations in this portion of the receiving
stream.
Chemical Specialties. Inc (P.O. Box 1330, Harrisburg. NC 28075) has
applied for renewal of NPDES permit NC0006351 for their WWTP in
Cabairus County. The permitted facility discharges 0.025 MGD of Met-
ed wastewater to the Rocky River in the Yadkin -Pee Dee River Basin.
Currently no parameters are water quality limited: however. the dis-
charge may affect future allocations inthis portion of the Yadkin -Pee
Dee River Basin.
USC, Inc. (511 Hoffman Road, Lincolnton, NC 28092) has applied for
renewal of NPDES permit NC0022934 for the USC, Inc. Main Plant in
Gaston County. This permitted facility discharges 5,300 gallons per day
treated wastewater to South Fork Catawba River in the Catawba River
Basin. Currently, total residual chlorine is water quality limited. This dis-
charge may affect future altar-ationsin this portion of the Catawba River
Basin.
Fieldcrest Cannon (One take Circle Drive. Kennapolis. WC 28081) has
applied for renewal of NPDES permit NC0004286 for the Plant 16
WWTP in Rowan County. This permitted facility discharges 0.05 MGD
of treated wastewater to Grants Creek in the Yadkinee lee River
Basin. Currently BOO. TSS, ammonia nitrogen, fecal cotdarm, al and
grease. COD, total residual chlorine and mercury are water quality lim-
ited. This discharge may affect future allocations in this portion of the
Yadkin -Pee Dee River Basin.
