Raleigh Regional Office NC Division of Water Resources 1628 Mail Service Center Raleigh. NC 27699-1628 Re: City of Durham 751 South Secondary LS Force Main Permit Application Durham County Mr. Robinson: NC Dept of Environmental Quality NOV 2 I ? 2? Raleigh Regional Office The 751 South project is located on the west side of NC Highway 751, south of Stagecoach Road and north of the Durham -Chatham County line. The project is a mixed -use development and primarily consists of single family residential lots and townhomes. As noted above, this permit application is only for the proposed G' force main associated with the Secondary Lift Station (LS). The Secondary LS has been permitted for the City of Durham by NCDEQ. The Permit Number is WQ0043292. A copy of the approved permit is included with this application package. The Secondary LS service f 00% domestic uses, with 73 4-bedroom homes, and offices for 600 employees. Based on 2T rules, the anticipated design sewage flow has been calculated to be 50,040 gallons/day. This calculation includes 35,040 gallons/day for the homes (73 homes x 120 gallonslday?bedroom x 4 bedrooms), and 15,000 gallonsiday for the offices (600 employees x 25 gallons/day/employee). The Secondary LS Force Main includes 616 linear feet of 6" diameter PVC and 594 linear feet of 6" diameter DIP. The Force Main connects the Secondary LS to a precast manhole and 8" PVC sewer in Street L 1 of the 75 1 South Project drawings (Newpoint Drive as shown on GIS maps). The downstream gravity sewer was permitted by the City of Durham (Permit 14S-001 148) on 7. 1. 2020. This drains to the on -site Primary Lift Station (certified and in service), and from there is pumped to the South Durham WRF. The 6" Force Main was reviewed and approved by the City of Durham as part of their construction drawing review process originally in December 2016 and a subsequent revision in October 2018. This force main is part of Phase IC of the project. Permit applications were submitted to the City of Durham for signature in May 2020. As you know, all engineers and municipalities were struggling to figure out how to keep things moving with Covid. Prior to Covid, all submittals to the City of Durham were hard copies. In May, digital submittals were just beginning to be accepted. It was CJT's assumption that the City of Durham submitted the permit package to NCDEQ as the City was required to sign the application as the perm ittee for the public force main. Unfortunately. the permit package was never submitted to NCDEQ. Due to the miscommunication between the City of Durham Public Works and Water Management Departments, CJT, PA, the developer (751 South, Inc), and the contractor (Montague Development, LLC), the force main was constructed prior to receiving a permit from NCDEQ. With that said, the force main was designed in accordance with the City of Durham and NCDEQ's minimum design requirements. The force main has been installed with the typical Engineering and City inspections as the rest of the project was under construction. As part of this process, the force main was pressure tested to ensure water tightness. The force main has not been placed in service. In addition to this letter, please find the following items included with this submittal: • Two copies of the signed fast track application (FTA 06-21) • A check for the application fee of $480 • One copy of the flow tracking/acceptance form (FTSE 10-18) • Site Maps Please do not hesitate to call me at (919) 682-0368 if there are any questions or additional information is required for this review and approval. We look forward to hearing from you, and thanks for your assistance. Sincerely, CJT PA P ,a4 Preston B. Royster, PE Project Engineer Cc: Montague Development. LLC 751 South, Inc.
