The waste facility is undergoing a complete redesign since last permit renewal. The facility has a 417, 000-gallon clarifier where the waste enters and settles, then the clear water goes to a 60,000-gallon polishing basin to leave through the effluent meter vault and dechlorinating station through a 12"discharge line to empty into existing discharge point. The sludge, that collects at the bottom of clarifier is wasted to one or more of the six drying beds to dry. The dried solids are hauled to landfill. Enclosed is the design layout for this new plant. The backwash flow averages 99,000 gallons per day. A copy of our sludge management plan is enclosed. The discharge alternatives evaluation will be provided by Rivers and Associates. Describe the treatment process(es) for the raw water: Water from the aquifer is pumped from the well into two aeration basins. As the water cascades down through the aerator, it removes hydrogen sulfide and starts oxidation process. Next the water is injected with sodium permanganate to further oxidize the iron so greensand filters in the plant can remove it. Water leaves the filters to enter the ion exchange softeners to remove calcium & magnesium hardness. After leaving the softeners, it is blended with filter water to give desired hardness. Next it is injected with zinc orthophosphate for corrosion control, then sodium hypochlorite and ammonia to form chloramines. After processing it is then stored in a 1.0 MG ground storage tank before being sent to the system. 8. Describe the wastewater and the treatment process(es) for wastewater generated by the facility: Our wastewater consists of iron, manganese, chlorides, magnesium, and calcium that both the greensand filters and ion exchanged softeners have removed. The water leaves the water treatment plant, going through an influent meter to the 417,000-gallon clarifier. The sludge settles, leaving clean water on top that is decanted back to a 60,000-gallon (original) basin to settle more, leaves there, metered and then injected with calcium thiosulfate for chlorine removal, out through a 12" line to a discharge point located on map. The sludge produced is gathered in the bottom of the clarifier with sludge arm, where we waste out the material with solids handling pumps to be applied to 6 drying beds. The water filters out, and then is pumped back up to the clarifier. Remaining sludge is dried, then removed by equipment and hauled to the landfill. 9. CRAVEN COUNTY NORTH CAROLINA " 1 • City of Havelock's Water Treatment Plant Waste Management Plan The City of Havelock Water Treatment Plant manages the sludge produced from backwash waste from the greensand filters and ion exchange softeners in the following manner. The waste produced from the treatment processes is collected at the bottom of our clarifier by way of a scraper arm. After a couple of days, it is then pumped through the solids handling pump station down to our one or more of the six drying beds to be dried out. When the sludge is dry enough to pass a paint, filter test it is then cleaned out by a loader and hand method to be loaded into a 20-30-yard dumpster to be transported by GFL to the Tuscarora Land Fill in Craven County.
