The purpose of this inspection was to ensure compliance with the subject permit. During the inspection the cooperation and assistance provided by Tina Pedley, Dennis Sumpter, and Bob Branch was helpful and appreciated. The Class A residuals for this facility are associated with the onsite Alum Water Treatment Plant. Water is taken from the nearby Deep River and treated for use at the facility. The system includes a 0.5 million gallon primary settling lagoon and a 0.5 million gallon secondary settling lagoon. The facility also has a separate permit for discharge of backwash water from the treatment plant back to the river. The lagoons and surrounding banks appear to be properly maintained. The Class A residuals from the two lagoons are pumped to adjacent fields for land application. The current permit was issued on August 1, 2019 and expires November 30, 2024. The Part 503 exempt Class A Residuals program is not classified and does not require designation of an Operator in Responsible Charge. The consulting firm Branch Residuals & Soils assists the facility with implementing the program and preparing the reports. The facility maintains the required records of all land application events. They have been submitting annual reports with proper analysis for metals, non-hazardous determination, and pathogen reduction. the non-hazardous determination is now required only once per permit cycle. Annual Pathogen Reduction is demonstrated by fecal analyses prior to land application. Vector Reduction is not required due to the classification of water treatment residuals as exempt from Part 503. The two application fields appear to be well-maintained. The Pilgrim's Pride Class A Residualsprogram appears to be in compliance with the permit requirements of WQ0028653.
