Additional buffer mitigation credits proposed

On August 9, 2013, the Division of Water Resources (DWR) issued a memo to the North Carolina
Ecosystem Enhancement Program (NCEEP) titled "DWR responses to the EEP document "Reforms
needed immediately in the regulation of riparian buffer miti ag tion ". On May 15, 2014, DWR
received a letter from Tommy Cousins, with Environmental Banc & Exchange, LLC (EBX),
requesting a credit release of an additional 119,804 ft2 riparian buffer mitigation credits to the
Forrest Creek Mitigation Bank. The request stated that there were additional areas of the riparian
buffer that were initially planted beyond 50 feet and were within the existing conservation
easement. The information submitted by Mr. Cousins appeared to show planted riparian buffer
beyond 50 feet but not more than 100 feet.
On August 26, 2014, Eric Kulz with DWR visited the site & determined that the additional areas
were viable for buffer mitigation credits.
On February 6, 2015, DWR received a signed and sealed survey of the subject site showing the
exact square feet and acreage of the additional mitigation area.
By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above - referenced tract and 100% (163,441 ft2) of the additional Neuse riparian buffer credits
being requested outside of the original Forrest Creek Bank, are now released and available for sale.
Please update your credit ledger accordingly.
Please note that Neuse buffer credits generated at this site must be used for impacts in HUC
03020201 of the Neuse River Basin.
