Since we are back at the top of the year invoicing the Construction COCs that were issued in January, I wanted to send
an explanation about why you might run across a small set of COCs that had their 2021 Annual Fee waived in the
past. Seeing a 'WAIVED' fee when the permit is still active could be very confusing during an Annual Payment review or
NOT review.
There was a set of 45 COCs that begin with 'NCG19' that were actually issued in January 2020. Those COCs were
assigned an NCG19 number because they were reviewed in 2019, but we did not apply payment until January
2020. (This happens each year for obvious reasons, by the way. The number is assigned at the review step.) In 2020, we
did not start invoicing permittees annual fees until the fall, and the last batch went out in mid -December
(12/15/2020). That batch included the 45 COCs with 'NCG19' that weren't issued until 2020 ... meaning we
inadvertently invoiced those permittees early (in late 2020) for the following year (2021), and then recorded the
payment information for the 2020 fee year instead of 2021.
Because our procedure changed the following year to invoice everyone in the month their COC was issued, we had to
address the discrepancy for a missing 2021 payment status by the time annual fees came up for that same set of 45
COCs in January the next year. So, we recorded a payment status of 'WAIVED' for the 2021 fee year in the NCG01
invoice database, and we dated both the invoice and payment -waived date as 12/15/2021 for that year (the anniversary
of the original invoice date). This way, their next fee cycle began in January 2022 like it was supposed to and moved
forward on the right schedule.
Attached is the spreadsheet and PDF with these COCs listed. I will also put a record of this in the affected permit COC
files in Laserfiche so it's there for reference.
