To move forward on any type of approval, we would need to get a better idea of the impacts approved in buffer authorization from the Town of Apex. Would you be able to provide a copy of the approval letter? This will allow us to determine if we can potentially approve certain areas of impact that are not influenced by the lack of available buffer mitigation credits. Because the project is located in the Lower New Hope sub - basin (030300020609), we are unable to request buffer mitigation credits until DMS opens the area up again. There are currently 3 letters, 2 that have wetland mitigation, and the DMS letter has an expiration date of 11/10/22. Temporary stream impacts due to dewatering have been added, as have temporary pumparounds at Impact Areas A, D, and H. The tables have been updated accordingly (including the summary table on Sheet 1). Rip rap has only been included on the downstream side of the culvert crossings, since that is where velocity dissipation is needed. Because the culverts themselves are embedded below the streambed elevation to promote the safe passage of aquatic organisms, pursuant to USACE Wilmington District Regional Condition B.9., additional armoring at these locations is not necessary. Are there now no temporary impacts from dewatering? Are rip rap dissipators planned on both sides of the culverts? The impact maps and cross sections appear to show rip rap only below the culverts. I'm including a snip below of an example from Impact Area D. Please provide a table that includes the amount of permanent— loss impacts, permanent— no loss impacts, and temporary impacts for each stream impact area.
