Dear Mr. Lovin:
The Division of Water Quality (the Division or DWQ) hereby issues the attached NPDES permit for the
subject facility. We issue this permit pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency dated October 15, 2007, or as subsequently amended.
Changes to Your Previous Permit. Based on your renewal application received April 28, 2012, we have
revised your permit with the understanding that you have made no significant alterations to your
wastewater treatment facilities since last permitted (2006). For renewal therefore, we have only updated
your facility description and map, and added parameter codes to the effluent monitoring pages for your
convenience [see Supplement to Cover Sheet and permit, Section A. (1.)].
Change from the Permit Draft. In the permit draft the Division inadvertently excluded instream
monitoring (U & D) for the parameter Dissolved Oxygen [00300]. Please continue instream monitoring
for Dissolved Oxygen. We have corrected this oversight in this permit final, consistent with your previous
permits. The Division regrets any confusion this may have caused your organization.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing, upon written request submitted within thirty
(30) days after receiving this letter. Your request must take the form of a written petition conforming to
Chapter 150B of the North Carolina General Statutes, and you must file it with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a
demand is made, this permit shall be final and binding.
This permit is not transferable except after notifying the Division of Water Quality. The Division may
require permit modification, or revocation and re -issuance. Please note that this permit does not affect

In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
Lovin Marketing Company, Inc.
is hereby authorized to discharge wastewater from a facility located at the
Sunset Apartments WWTP
1217 Old Bristol Road, Boone
Watauga County
to receiving waters designated as an unnamed tributary to Brushy Fork in the Watauga River Basin in
accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
II, III, and IV hereof.
The permit shall become effective November 1, 2012.
This permit and the authorization to discharge shall expire at midnight on September 30, 2017.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
Lovin Marketing Company, Inc.
is hereby authorized to:
1. continue to operate a 0.0033 MGD wastewater treatment facility utilizing
• aeration basin
• clarifier
• chlorination / chlorine -contact chamber
• dechlorination chamber
located at the Sunset Apartments, 1217 Old Bristol Road, Boone, Watauga County, and
2. discharge from said treatment works via Outfall 001, at a location specified on the attached map,
to an unnamed tributary to Brushy Fork [Stream Segment 8-15-10], a waterbody currently
classified C within Subbasin 04-02-01 of the Watauga River Basin.

1. Total Residual Chlorine (TRC) — TRC effluent concentrations reported below 50µg/L shall
be considered compliant with this permit. However, the Permittee shall continue to submit all
levels reported by NC -certified test methods (including field certified), even if these
concentrations fall below 50µg/L.
2. U = Upstream — 50 feet above the discharge; D = Downstream —100 feet below the discharge.
Conditions:
1. The Permittee shall discharge no floating solids or foam.
