The Division received your application for a wastewater discharge permit on March 14, 1997. Division
personnel have reviewed and approved your application. Accordingly, we are forwarding herewith the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated December 6, 1983, and as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings,
Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision
shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. Complete and
submit the enclosed Permit Name / Ownership Change Form if a change in ownership or control of this
discharge occurs. The Division may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

1. The facility submitted an engineering alternatives analysis (EAA) which included cost of meeting 5
mg/1 BOD5, 2 mg/1 NH3N, and 17 ug/1 chlorine limits. EAA concluded existing WWTP modification
with surface water discharge was most reasonable and cost effective alternative. Facility will
continue to discharge to surface water, therefore limits specified above apply (15A NCAC 02B .0224).
2. The ammonia toxicity mass balance calculation using 7Q10 and permitted flows calculates allowable
concentrations of 1.0 mg/1 (summer)/1.8 mg/1 (winter). However, facility's flow is less than 1 MGD,
thus: a) Division policy requires NH3-N limits no lower than 2.0 mg/1/4.0 mg/1 and b) facility has
choice of 2/4 NH3N limits or chronic toxicity at 90%. Both are specified on proposed effluent sheet,
only one of two conditions will apply. Region please comment
3. Recommend elimination of special conditions D (incorporated into boiler plate) and E (no longer
applicable because more stringent limits incorporated into permit).

This facility has a system sized for only 0.01 MGD. Please revise effluent pages to
reflect this flow. They never applied for an authorization to construct to expand the
plant above the 0.01 MGD. The facility would prefer NH3-N limits. There is no
objection to year round 5/2 limits. This facility plans to tie into a proposed utility in
Avery County which will discharge in Watauga (Chuck Davis is the engineer for the
project.) -_

Appalachian State University - Camp Broadstone has applied to renew their permit to
discharge 0.0075 MGD treated wastewater.
The treatment system consists of aeration basin, clarifier, chlorination, and dechlorination.
The treatment system discharges to an unnamed tributary of the Watauga River (Class B-
Trout HQW) in the Watauga River Basin.
Compliance Summary
Review of 1995-96 compliance data indicate the facility appears to be in compliance,
although facility may have trouble meeting new stringent limits. Facility has had a couple
of total residual chlorine violations in March and November 1995.
WLA Summary
The facility discharges into a stream with 7Q10/30Q2=0. Therefore, the facility submitted
an engineering alterantives analysis (EAA) which included cost of meeting 5 mg/1 BOD5, 2
mg/1 NH3N, mg/1 DO, and 17 ug/l chlorine limits. EAA (Ledford Engineering
Incorporated, June 1996) concluded existing WWTP modification with continuation of
surface water discharge was the most reasonable alternative. Areas examined were not
considered feasible subsurface or spray irrigation sites for the following reasons: steep
slopes, rock at depths of 2-3 ft., clayey soils, located in floodplain. In addition, cost
analyses showed WWTP modification alternative to be considerably cheaper than other
alternatives. EAA shows that surface water discharge should continue. WLA (Goodrich
2/92) states that if facility does not remove discharge, new stringent limits will apply.
The ammonia toxicity mass balance calculation using 7Q10 and permitted flows calculates
allowable concentrations of 2.0 mg/1 (summers)/4.0 mg/1 (winter). This facility's permitted
flow is less than 1 MGD and therefore has choice of 2/4 ammonia limits or chronic toxicity
limit at 90%.
The chlorine toxicity mass balance calculation using 7Q10 and permitted flows calculates an
allowable concentration of 17.0 ug/l.
Recommend elimination of special conditions D (incorporated into boiler plate) and E (no
longer applicable because more stringent limits incorporated into permit).

plant is on the left before the sign for the camp entrance, before a walk- over bridge over the road.

Connection to Regional Sewer System: No sewer available in the area. There are no plans for the
Town of Boone to provide sewer to this area.
Subsurface: Subsurface would not be an option for this facility.
Spray Irrigation: May be a problem due to slopes.
Heavenly Mountain has received a drip irrigation permit for a wooded area with steep slopes in
Watauga County. However, the engineering report indicated drip would also not be appropriate.

PART IV - EVALUATION AND RECOMMENDATIONS
The daily maximum total residual chlorine limit should be 28 ug/1. A review of the self -monitoring results for
the period March 1996 to February 1997 indicates compliance with all final effluent permit limits.
Recommendation is made to renew the permit in accordance with division policy.
