Michael,
I've reviewed your application for the replacement of Bridge No. 14 over Beard Creek on SR 1005 (Neuse Rd) in Pamlico
County and will need the following information before I can finish processing your request:
• Agent Authorization Letter. I did not see one in the packet submittal.
• There is extensive mechanized clearing shown in the coastal wetlands on the west side of the bridge extending
to the limits of the PUE and PDE. According to the utility drawings, the only utility being relocated is a 6" water
line via directional bore on the north side of the road. Is this amount of clearing necessary for the water line
relocation? If so, please explain. If clearing is needed, can the mechanized clearing be changed to hand
clearing? Mechanized clearing is considered a permanent mitigable impact but it was not shown as an impact in
the PCN. If the amount of proposed mechanized clearing cannot be reduced, then mitigation will be required as
permanent impacts will exceed 1/10th of an acre. If the impact amounts and types are changed, please amend
the PCN to reflect the changes.
• The PCN in Section D.2. is showing 0.02 ac of fill in wetlands at Site 1 and 0.02 ac of fill in wetlands at Site 2 due
to roadway fill/rock plating. The wetland impact summary table is showing 0.03 ac of fill for the same activity at
the same sites. Please confirm which is the correct amount.
• There is 0.02 ac of hand clearing as shown on the plan sheets and quantified in the wetland impact summary
table. This also needs to be listed as a temporary impact in Section D.2. in the PCN.
• Buffer impacts. Is clearing of the riparian buffer to the limits of the PUE and DUE necessary in all 4 quadrants? If
so, please explain.
