Dear Mr. and Mrs. Hall:
On December 9, 2022, Division of Water Resources staff Caitlin Caudle conducted a
routine compliance inspection. Mark Hall, Owner, was present during the entire inspection.
A review of records, treatment units, and irrigation field was completed. This review
mostly reflected compliance with the subject permit. The following item of concern was
noted:
• An inspection log was not available at the time of inspection. Per Permit Condition
V.2, the Permittee shall maintain an inspection log that includes, at a minimum, the
date and time of inspection, observations made, and any maintenance, repairs, or
corrective actions taken. Permit Condition 111.12 lists minimum inspection
frequencies for certain treatment units. Please begin keeping an inspection log
for the facility.
Please refer to the enclosed inspection report for additional comments and observations.

Inspection Summary:
On December 9, 2022, Division of Water Resources staff Caitlin Caudle conducted a routine compliance inspection. Mark
Hall, Owner, was present during the entire inspection. A review of records, treatment units, and irrigation field was
completed. This review mostly reflected compliance with the subject permit. The following item of concern was noted:
• An inspection log was not available at the time of inspection. Per Permit Condition V.2, the Permittee shall maintain an
inspection log that includes, at a minimum, the date and time of inspection, observations made, and any maintenance,
repairs, or corrective actions taken. Permit Condition 111.12 lists minimum inspection frequencies for certain treatment units.
Please begin keeping an inspection log for the facility.
Other Observations:
• The rain sensor is located on one of the risers for the storage tank.
• Chlorine tablets were being used. Granular chlorine was noted in the last inspection 11/20/2020.
• The septic tank was last pumped and inspected 12/8/2022. There is a filter in the septic tank.
• There is no metering equipment for the system.
• There is a filter in the septic tank. It was cleaned and inspected with the septic tank.
• The alarm is located in the laundry room. The float was too deep in the tank to be activated with available equipment.
• The irrigation system was not inspected as the irrigation field was wet due to overnight rainfall.
• The irrigation pump was replaced 6/2022.
• The sand filter is subsurface. There may be a wooden platform over part of the sand filter. It could impede inspection of
the entire sand filter.
• Based on comments from Mr. Hall, there is not a distribution box to recirculate effluent through the sand filter.
• The chlorine contact chamber is below ground. Tablets were present in the tubes.
• The entire spray area is in a fenced pasture with public access restricted. A secondary fence passes through the wetted
area of one spray heads. A mule and occasionally chickens do have access to the spray field. Access may need to be
restricted if no vegetation emerges during the spring/summer.
• The permit description may be incorrect. It appears there is a large 4,000 gallon storage/pump tank.
