Per my email to you, the North �arolina Departr.�ent of �'ransportation is scheduled to replac�
Pipe #96-22�5 with a new pipe a� the same locatit�n. The �xisting pipe has rusted thraugh �.nd �s
currently causing a road�vay failure. Imrnedlat� action �s needed to ava�d additior�al
infrastructure and sedimentation damage. As a result, I ha�ve instructed our staf�` to proce�d with
the repairs ne�t week.
We will add additional l�ngth to the new pip� crc�ssing tc� �mprove an �nadequate shoulder. A.n
inlet headwall will be added for additional stabilit�. The stream currently runs throug�h bc�th
plpes but we will isalate flc�w to one barrel when ihe new :p�pes are �nstalle�.. We w�11 add a sill
to the stormwater barrel inlei and construct a small floodplain in front of that barrel. Floodplain
construction on the outlet end does not appear nec�ssary. l�Tote that the r�prap shown at the ouil�t
end on the plan sketch 1s a riprap collar around the tc�p of the p�pe. There w�11 b� sc�me rock on
the outlet bank but not the streambed. Stream impacts are �abulated below:

The replacement of the existing pipes with the proposed nevv pipes vvill r�qu�re temporary
dewatering. An impervlous sandbag dike will be �onstructed appro�imately 2O �`ee� upsiream af
the exi�ting structure to create a small paol. Clean water wi�l temporarily be pum.ped around the
construction area and will be discharged downstre�.m. Any dirty water located �nside th�
construction area will be pumped into a silt bag if necessary. Once the new structure is �n place,
the impervious d�ke will be removed and preconstruction streamb�d elevaiions will be resiored.
�onstruction of this proj ect will require impacts to waters of the tT�iied �tates �n the �ad�in
River Basin. The existing pipes car�y a IJT ta Elk.in Creel� (C�ass: W�-II, I-IQW). This �roject
was reviewed for the presence of threatened ar�d �ndangered specie� �n January 22, �01 �. The
subj ect proj ect v�rill have no effect on any federally listed endangered plant ar an�mal species.
The proj ect impacts are noi significant in natur+e and should not �.lter the best usage for this
stream. All approprlate BMPs will be used durir�g c�nstruct�on. Attached is a Preconstructic��
Notification Form, plan sheets and a marked tc�pography map.
