JAY ZIMMERMAN Director Subject: Technical Correction NPDES Permit Permit NC0025496 Lincolnton WWTP Lincoln County Class IV Facility The Division of Water Resources (the Division) became aware of an error in your recently issued permit. The sample type for Bis (2-ethylhexyl) phthalate should be a grab sample, not composite. Accordingly, we hereby forward the modified permit page to amend your permit. Please insert these change pages into your existing permit and discard the old pages. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources or any other Federal, State, or Local governmental permits that may be required. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS [15A NCAC 02B .0400 et seq., 02B .0500 et seq.] During the period beginning on the effective date of the permit and lasting until expiration or until annual average flow for calendar year exceeds 3.15 MGD (i.e., 90% of permitted flow), the Permittee is authorized to discharge from outfall 001. Upstream = at least 100 feet upstream from the outfall. 2. The monthly average GODS and Total Suspended Solids concentrations shall not exceed 15% of the respective influent value (85% removal). 3. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units. 4. TRC monitoring and limit requirements apply only if chlorine or a chlorine derivative is used in the treatment process. The facility shall report all effluent TRC values reported by a NC certified laboratory, including field certified. However, effluent values below 50 ug/ L will be treated as zero for compliance purposes. 5. Chronic Toxicity (Ceriodaphnia) P/F @ 6% with testing in March, June, September and December (see Special Condition A. (4)) 6. Monitoring for metals and effluent hardness shall coincide with whole effluent toxicity monitoring. 7. Instream monitoring for hardness is not provisionally waived if the Permittee is a member of a Monitoring Coalition. Page 3 of 15
