Box 6545 Greenville, SC 29606 Dear Mr. Griggs: The phenols limitation of 27 ug/1 which would be imposed on the J.P. Stevens - Wagram Plant effluent under the reclassification of the Lumber River in that area as class A -II waters can be calculated as follows: Water quality standard for phenolic compounds in Class A -II waters = 1.0 ug/1. Average plant flow = 2.5 MGD = 3.875 cfs. Seven-day ten-year low flow (design flow) in Lumber River at discharge point = 100 cfs. Assuming no other sources of phenolic compounds (i.e. zero concentration) upstream of discharge point, and performing a mass balance: (conc. upstream) x (flow upstream) + (conc. in effluent) x (plant flow) (conc. downstream) x (flow downstream) 0 ug/1 x 100 cfs + x ug/1 x 3.875 cfs = 1 ug/1 x 103.875 cfs x = 27 ug/1 1 hope this explanation of the derivation of this phenols limit is of help to you.
