Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:" The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 56 on NC 27 over Upper Little River in Harnett County. The bridge is currently a 200-foot, three -span bridge with a clear roadway width of 27 feet. The proposed project would occur primarily within existing or planned NCDOT rights -of -way. Surrounding areas consist primarily of forests and agricultural operations Upper Little River flows northwest to southeast through the proposed project footprint with several wetland areas within its floodplain 4b. Explain the purpose of the proposed project:" The purpose of the proposed project is to replace the structurally deficient existing bridge, and to widen the travel lanes in order to improve the safety and functionality of the bridge for vehicular traffic. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: NCDOT proposes to replace the existing Bridge No. 56 with a new three -span structure, 225 feet long, and install streambank stabilization measures along the banks of Upper Little River beneath the proposed structure. The new structure would carry one 12-foot travel lane in each direction with 4-foot paved shoulders and 4-foot grassed shoulders. Additionally, an existing 30" reinforced concrete pipe (RCP) will be replaced with a proposed 42" RCP. The proposed bridge will replace the current bridge in -place, requiring traffic to be detoured. Wetland and stream impacts are shown in the attached Permit Impact Drawings Sediment and erosion control measures would be implemented according to NCDOT requirements. Jurisdictional areas adjacent to construction areas would be clearly marked with protection fencing or other similar methods to avoid inadvertent encroachment. Copies of permits and impact areas would be provided to the prime contractor and all subcontractors working in or near jurisdictional areas. Land clearing would take place along with the installation of erosion control devices. Construction would be accomplished using typical equipment including excavators, pile drivers, backhoes, graders, and dump trucks. Additional standard equipment may also be used as required. 5. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed alignment is designed to cross Upper Little River at an approximately perpendicular angle and will replace the current bridge in -place, using an off -site detour to eliminate the need for temporary impacts resulting from an on -site detour. All impacts to surface waters and wetlands have been minimized as much as practicable for the proposed structures to be constructed. Fill slopes are at the maximum steepness based on potential fill materials and minimization of maintenance. The proposed roadway grade of the new structure is approximately 2 feet higher in order to match the existing low steel and minimize the number of bents needed to be placed within the stream. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Best management practices and sedimentation and erosion control methods will be used throughout construction. No equipment or maintenance activities will occur adjacent to jurisdictional areas, with the exception of addressing emergency equipment failure. All temporary impacts to jurisdictional streams during construction will be returned to their original configuration and seeded in a timely manner for stabilization. 2.
