A condition of no exposure at an industrial facility means all industrial materials and activities by a storm resistant shelter (with some exceptions) to prevent exposure to rain, snow, snowmelt, Industrial materials or activities include, but are not limited to: material handling equipment or activities, industrial machinery, intermediate products, • by-products, • final products, or • waste products. Material handling activities include the storage, loading and unloading, transportation, or conveyance of any raw material, intermediate product, final product, or waste product. A storm resistant shelter is not required for industrial materials stored in the following container types, provided the containers are not deteriorated and do not leak: • tanks, and • similar containers. For new facilities, applicants should apply no earlier than 60 days before the start of operation. This will allow DEMLR staff to verify conditions during active operation. For facilities that already have an industrial stormwater permit in North Carolina, DEMLR must approve your application for No Exposure Certification before this exclusion is effective. The Subject Property was used primarily for agricultural purposes prior to its initial development in 1962. Over the years, textile manufacturing operations were expanded, and the main buildings footprint grew in two major expansions in 1972 and 1988. Typical textile manufacturing operations at the Subject Property included knitting/weaving, dyeing, and finishing of fabric rolls. Other activities at the Subject Property included warehousing of finished products, shipping and receiving, maintenance, and administration. A wastewater treatment plant located on the Subject Property was added to deal with the wastewater produced during the dyeing and finishing operations and continues to be operated to handle the PCE contaminated groundwater at the facility. In addition to the main building, an auxiliary building is located immediately to the southeast. The Subject Property contacts noted this building has been used for various purposes over the years, including a research and development lab, but was mostly used for storage and currently sits vacant. South of the main building are a number of storage sheds in various states of disrepair. Two raised water towers and numerous ASTs are present to the east and south of the main building. One raised water impoundment ("clear well') is present for the water supply well and former filtration operations, and one 1.5-acre pond used for fire suppression water. The current wastewater treatment system consists of one aeration/biological pond, two clarifier tanks, an operations house with sludge/filter press and two 5-acres finishing ponds ("polishing basins"). In 2017, Alamac American knits ceased textile operations and in 2019 the Subject Property was bought by Active Energy Renewable Power (AERP). AERP installed equipment to produce fuel pellets from wood products and the area to the north of the main building, formerly employee parking, was utilized as a lumber yard. The Subject Property contacts reported that AERP brought in lumber and wood products to use for their operations, however, production was never started. All AERP pellet equipment was removed from the site as of 7/30/22.
