Subject: Pre-Construction Notification for proposed replacement of Bridge No. 230075 over Big
Branch on SR 1006 in Columbus County
The North Carolina Department of Transportation (NCDOT) proposes to replace the existing 18.3! foot,
double span Bridge No. 230075 with a single span 55-foot cored slab bridge on the existing alignment.
Traffic will follow an offsite detour during construction. Permanent impacts to jurisdictional resources
cover approximately 0.02 acres resulting from installation of the new bridge and abutments.
Please see enclosed copies of the Pre-Construction Notification (PCN), Preliminary Jurisdictional
Determination Form, permit drawings, stormwater management plan and design plans for the above-
referenced project. The State Minimum Criteria Checklist was completed on 6/25/2012 and copies were
distributed shortly thereafter. Additional copies are available upon request.
This project was let on 2/19/2013 and construction is due to begin 7/2/2015.
Regulatory Approvals
Section 404 Permit: All aspects of this project are being processed by the Federal Highway
Administration as a"State Minimum Criteria Checklist" in accordance with 23 CFR 771.115(b). The
NCDOT requests that these activities be authorized under a Nationwide 3 permit.
Section 401 Permit: The NCDOT requests that these activities be authorized under Water Quality
Certification Number 3883. We anticipate that written approval from the NC Department of Water
Resources will be required.

The proposed bridge provides a more effective hydraulic opening than the existing bridge. The bridge and abutments will be
installed to maintain stream bedform and there will be no excavation in non-permitted jurisdictional areas. Promotion of sheet
flow and infiltration over rip/rap bank stabilization or grassed surfaces is proposed.

General Project Narrative: State Project 176P.6.R.40 involves the replacement of the existing NCDOT Bridge #230075 on SR 1006 over Big Branch. Bridge #230075 consists of 2@ 18.3' reinforced
concrete deck on steel I beams with concrete caps and timber abutments. The proposed bridge at #230075 will be 1@55'; 21" Cored Slab with 2'-6" caps. The proposed
bridge will reduce the upstream 100-yr water surface elevation and will provide more hydraulic opening than the exising bridge. No deck drains are proposed. One
stormwater outfall is proposed and Rip Rap pads will be utilized to dissipate the energy.
