We have included and address the three items from the letter below. P lease clarify if any work is proposed to the existing dam at the site. Is it to be removed? Removal may cause stream degradation due to the potential change in stream elevation immediately up and downstream of the dam. What steps will be taken to stabilize the channel upon dam removal. What procedure /steps will betaken during dam removal to prevent water quality violations and maintain stream integrity? Per the letter dated and submitted to your offices January 7, 2015 the Dam Removal project is not being requested as part of the Golf Course Renovation project application as it is WNR and the Town's position that it is a separate and complete project in and of itself and is independent of the Golf Course Renovation project. What procedure will be used to allow use of the "serpentine "pond at the site (conversion to sediment basin and back to a pond)? How is it to be dewatered and upon completion of the work, restored.? A berm will be graded around the existing serpentine pond and the pond will be converted to a temporary sediment basin during construction. Once construction is nearing completion and the Mooresville Office 3158 Charlotte Hwy Mooresville, NC 28117 704 - 512 -1206 phone / 704 - 663 -2927 fax area being treated by this basin is stabilized the basin will be re- graded to a permanent pond. Sheet EC -4 " "Erosion Control Plan - Holes 1 thru 9 & Range" and sheet EC -7 " "Detail Sheet" from the approved erosion control submittal have been included for your reference. Below are some specifics from these sheets. Li The area will be protected using " "High Hazard Silt Fence" specifications (See Sheet EC -7 " "Detail Sheet'). Li Sediment and erosion control measures will be used before construction and maintained until all disturbed soils are permanently stabilized. Any bare soils will be seeded as soon as possible following disturbance. u Excavation and fill will be avoided in flowing water. Any flow will be temporarily routed in pipes or other stable conduits around or through the pond area during excavation and construction. u All heavy equipment operated near the pond or Reeds Creek will be inspected and maintained regularly to prevent contamination by fuels, lubricants, or hydraulic fluids. u Turbid water will not be discharged from the pond until the water in the pond is clear, bypass measures will be used to carry any flow until clear water is present in the pond. u A berm will be constructed around the existing serpentine' ditch to form a temporary sediment basin for use during construction. u This temporary sediment basin will include a Faircloth Skimmer (See Sheet EC -7 " "Detail Sheet'). u Once construction is complete and the surrounding area has been stabilized, the basin will be drained using the existing Faircloth Skimmer. u Any additional flow will then be re- routed by installing a coffer dam and a pipe /pump around system which will include sediment bags at the outlet to reduce potential for sediment. u Once fully drained, the berm will be removed, and the temporary basin will be reshaped into a shallow pond /wetland feature. u Once shaping is complete, the pond and surrounding area will be stabilized with straw and seed mix. u To prevent sediment/water quality issues during the refilling of the final (permanent) pond, a flocculant treatment and floc logs will be used before and during the first fill /flush. The outlet of the permanent pond will include a vegetated swale spillway. The average depth of the pond will be approximately 3. Wetland vegetation may establish itself around the water's edge of the pond and /or within the pond. • Given that a creek runs through the midd le of the site, are there any plans to buffer or ,protect the stream from storm runoff of fern /izers /chemica /s from the course upon comp /etion. Typically 30 ft is recommended. Is there any p /an to p /ant vegetation (shrubs, etc.) along the stream bank to maintain /stabilize the stream bank? The Hole 1 fairway will be essentially located where it currently exists. The existing entrance road into the golf course complex and an existing parking lot inhibits southeastern movement of Hole 1 away from Reeds Creek. There is some rough area along Hole 1 that will include sand traps and taller growing grass than what is used on the fairway. The Bermuda grass "rough" is typically cut to 2 1/2". Hole 1 will be graded to drain to both sides of the golf hole so some sheet flow drainage will be directed toward Reeds Creek and some sheet flow drainage will be directed toward the toe of slope which will eventually drain into the permanent pond. There is not room for a 30' buffer along Hole 1. The Town has agreed to harvest live stakes from the existing wetland adjacent to Hole 5 to use in the bare banks of Reeds Creek. The golf course maintenance crew will be doing this work this winter after a training exercise from WNR staff. The live stakes will be installed on the vertical banks of Reeds Creek and on as wide of a strip of the top of bank (buffer) as is feasible to not interfere with golf play. If these live stakes establish on the bare vertical banks they should provide bank stabilization where little currently exists. Enclosed are two pictures of the existing buffer along Reeds Creek that were taken this past Tuesday. Additional temporary impact requested. It became apparent during the pre- construction meeting this past Tuesday that a temporary stream impact within Reeds Creek just below the dam will be necessary for installation of an irrigation line. The stream bed of Reeds Creek will be temporarily trenched during installation. The pre- existing streambed elevation will be re- established once construction is complete. The width of temporary impact is 10 linear feet. If the banks of Reeds Creek are disturbed during construction seed, straw, and matting will be used for stabilization. The outlet of the dam will be shut during construction. A temporary coffer dam will be used just downstream of the construction area and has been included in the requested linear footage of impact. Please correspond if I need to provide any additional information necessary to assist you with your review and, if possible, expedite the issuance of the Golf Course Renovation permit authorization that was requested in December 2014.
