BISER Secretary BRAXTON DAVIS Director Inlet Watch Yacht Club, Inc. c/o Troy Moore 801 Paoli Court Wilmington, NC 28409 Dear Mr. Moore, NORTH CAROLINA Environmental Quality July 19th, 2022 This is with reference to the request received by Bryan Hall, Field Representative, to refine State Permit No. 12-06, which was issued to Inlet Watch Yacht Club, Inc. on February 1, 2006 and includes maintenance dredging and shoreline stabilization at the existing Inlet Watch Yacht Club located adjacent to Myrtle Grove Sound, in Wilmington, New Hanover County. State Permit No. 12-06 has been modified, refined, and renewed several times since issuance. State Permit No. 12-06 is due to expire on March 19, 2027. The first action proposed in your submittal consists of the removal of a 16'10" long by 11' wide HarborHoist floating boat lift within slip #10 at Inlet Watch Yacht Club Marina which was authorized through a Letter of Refinement dated 8/29/2019. The submittal also includes a request to install one (1) HarborHoist boat lift in slip #11 at Inlet Watch Yacht Club Marina. The HarborHoist lift would measure approximately 20' long by 11'2" wide. Upon reviewing the information provided, the Division of Coastal Management has determined that the proposed action is consistent with existing State rules and regulations and is in keeping with the original purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit No. 12-06 as described in your email and attachments dated received July 15, 2022. Please note this refinement does not alleviate the need to obtain any other local, state or federal permits. Also, one of our wet slip owners (Thomas Gardner) had a HarborHoist boat lift approved in August 2019 to place within his Wet Slip #10 at IWYC through the attached Letter of Refinement of our CAMA Major Permit 12-06. Mr. Gardner just purchased a different boat that is larger than his previous boat and therefore purchased a larger model HarborHoist lift for this new boat. A picture of this new HarborHoist boat lift (and his new boat) is also attached for your review. Mr. Gardner owns two (2) wet slips in IWYC that are side -by -side, Wet Slips #10 and #11. The new, larger model HarborHoist boat lift has been placed in Wet Slip #11 because it has a greater width than his other slip, Wet Slip #10. A diagram that includes the location of these two wet slips in IWYC is attached. Mr. Gardner is requesting for his new, larger model HarborHoist boat lift replace his previous HarborHoist boat lift that previously received authorization under the attached Letter of Refinement. In addition, Mr. Gardner is requesting that the authorized location for his new HarborHoist boat lift be changed from Wet Slip #10 to Wet Slip #11. Some details that Mr. Gardner provided about his new HarborHoist boat lift are as follows: • 20' in length x 11' 2" in width x 4' in height • Built in 2021 Can the above requests be completed on a new Letter of Refinement? If not, what would be the best way to proceed with requesting authorization? As a final note, our current CAMA Major Permit 12-06 has an expiration date of March 19, 2027.
