SUBJECT: Compliance Inspection Report
Clinton Collection System
Collection System Permit No. WQCS00079
Sampson County
Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Clinton Collection System
on 11/10/2022. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Collection System Permit No. WQCS00079. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.
There are 15 duplex pump stations and 61 simplex stations within the system. The simplex pump stations are
to be inspected annually. This inspection was documented within the logbooks. 8 of the duplex stations are
equipped with SCADA. The goal is to upgrade three pump stations a year with this technology until all the
duplex stations are equipped with SCADA. The pump stations inspected include: Deer Run, Country Club
Drive, Fox Lake, Jefferson Street, and High School. The communication system was tested at each pump
station inspected and was functional, as well as audio and visual alarms. Deer Run had a permanent
generator on site, which was tested and functioning. The Spill Response Action Plan is posted at each
pump stations.
Inspections and maintenance are logged in well -organized and detailed logbooks. Grease traps required by
the Sewer Use Ordinance need to be cleaned every sixty days. Grease education is distributed on bills twice
a year. Door hangers are left at customers' homes if a problem is found in their area. Cans for grease with
biodegradable bags within are distributed to help encourage customers to not pour grease down the drain.
