None in the application New expiration date: February 28, 2027 FACILITY OVERVIEW: This facility treats domestic waste from a subdivision serving a 723 homes. The facility has a permitted flow of 0.385 MGD and as built flow rate of 0.2 MGD. Expansion to 0.385 MGD will require an Authorization to Construct (ATC) from the Division and construction of the expanded system in compliance with the ATC. The current treatment system includes the following wastewater treatment components: • Equalization basin with dual pumps • Bar screen • Flow splitter box • Dual aeration basins • Dual clarifiers • Liquid chlorination • Chlorine contact tank • Liquid dechlorination unit • Post aeration chamber • Aerobic sludge holding digester • Stand-by emergency generator • Tablet chlorinator & dechlorinator (back-up) The outfall location shown on the 2016 renewal is not consistent with previous permits and does not look reasonable given the location of the treatment plant. The permitee was requested to verify the location of the WWTP and outfall and provided a map and updated coordinates. The location has been corrected in the draft permit and updated in BIMS. The WWTP location coordinates were also updated in BIMS based on the information provided. BIMS also had the wrong segment of Belews Creek attached to the outfall location. This was corrected to 22-27-(2). APPLICATION The application does not indicate any changes in the facility or treatment since the last renewal of the permit. The treatment system is operated by Carolina Water Services, Inc of NC. The annual average daily flow is indicated as 0.123 MGD over the last three years, so the facility is operating below its designed and permitted capacity. The original application included form D and EPA Form 1. The applicant has also now provided EPA Form 2A. The facility also holds collection system permit WQCS00261. INSPECTION The most recent NPDES inspection occurred on May 19, 2022. No issues were found and the inspection indicates the facility is well operated and maintained. The last inspection under the Collection System permit was January 3, 2019, and there were no violations. COMPLIANCE: During the permit cycle this facility has not had any enforcement actions. There have been two (2) NODs and two (2) NOVs. The main issues in the violations have been with NH3-N limits except for one Fecal violation. The collection system had two SSOs (2020 and 2021) with the one in 2021 leading to an NOV and enforcement actions. REVIEW OF PERMIT LIMITS AND PARAMETERS OF INTEREST: Flow - The facility is operating on average at around 60% of the as -built flow allowed by the permit. Over 90 % of the 64 monthly average flow values were above half of the as -built flow of 0.2 MGD. BOD / TSS / Fecal/ DO / pH / - The only limit violation for these parameters was one daily max exceedance for Fecal. NH3-N- There were five violations of the summer NH3-N limits, none during the winter months. Hi Tony, I just wanted to touch base on the permit renewal process for this facility — Abington WWTP — NC0060461. I am the permit writer working on the draft permit. I apologize for how long it has taken to get to this review. I am working on the process now and have run across a few issues I wanted to mention to you. A while back EPA required that for facilities like yours we get applications on EPA From 2A. I will go ahead with the drafting with what I currently have in-house, but can you please complete the attached form and submitted it back to us as soon as you can. You will need to send in a signed hard copy, but if you can also send me a PDF version in email I can go ahead with the process. WWTP and Outfall location. I have attached a Google map showing where our database and last permit located your outfall. This does not appear to be the right location. I seems the WWTP is further east as noted on the attached map. Could you please provide us with the coordinates for both the WWTP and the outfall? The map that you attached to your previous application did not appear to show your facility. In conjunction with the previous bullet could you also provide a topo map showing the locations.
