This error became apparent when I started to put together the 2009 sludge report. Due to construction, the TWSA has not been generating residuals since the beginning of 2010 but we have been dewatering raw sludge and sending this product to the landfill. I had the subject analysis performed on this raw sludge. Additionally there was a small quantity of residuals left on the storage pad (< 50 lbs) and we had the analysis performed on this material. The operator failed to log the result on the form. A more careful approach to handling data should result in no further violations of this type. On 11/19/07 the two hour ph analysis showed the ph to be above 12 and it is thought that the ph of 11.91 on the initial sample was the result of improper mixing of the sample prior to analysis. Personnel have been instructed in the proper procedures for sample analysis and in the event that a sample fails to reach criteria these residuals will not be made available for distribution to the public. Three copies of the TCLP analysis are included with this correspondence and we regret the omission of this item from the report. I am hopeful this response to the noted'NOV is sufficient.
