Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Hi Jim, I hope you are doing well. I apologize for the delay in responding to your comments, things have been a little hectic, and we paused to explore some power delivery concerns at the park (which have been resolved). I have submitted the electronic copies via the upload link provided, and the hard copies are on the way via UPS. Below are my responses to your comments and the locations of revisions. I have also included electronic copies in this email for your convenience. Please let me know if you have any questions, comments or concerns. Thanks for your time, Matthew Blackmon, PE Project Manager mblackmon@benesch.com direct: 704-831-5686 mobile: 443-285-1499 office: 704-521-9880 From: Farkas, Jim J <Jim.Farkas@ncdenr.gov> Sent: Tuesday, June 28, 2022 2:01 PM To: Blackmon, Matthew <MBlackmon@benesch.com> Cc: Bilafer, Kyle <KDBilafer@cabarruscounty.us> Subject: RE: SW3181201 Rob Wallace Park-Phase II Matthew, I was looking over the information you provided on April 4, 2022. Everything looks good except for a few small issues: Please correct the following: - There appears to be some vegetated conveyances that are missing from the Supplement-EZ Form & calculations (see attached images, Capture & Capture2). Please ensure that all proposed vegetated conveyances are accounted for. The swale calcs and drainage area map have been revised to show 10 separate vegetative conveyances (including the clean water swale east of the project). These swales are also reflected in the revised Supplement-EZ Form. 1 - There appears to be a discrepancy between the vegetated conveyance calculations and the information shown in the Supplement-EZ Form/plans. For example, the calculations show that Swale 1 (referred to as Swale 7 in the Supplement-EZ Form/plans) has a drainage area of 2.50 ac, but the Supplement-EZ Form/plans show the drainage area to be 1.76 ac (this is also the case for each of the proposed swales). In addition, the Vactual and Flow Depth values shown in the Supplement-EZ Form do not correspond to the calculated values. For example, the calculations for Swale 1 (Swale 7) show a velocity of 4.58 fps (Supplement-EZ Form shows 4.84 fps) and a depth of 0.49 ft (Supplement-EZ Form shows 0.53 ft). Please revise as needed for correctness and consistency. The swale calcs and drainage area map have been revised for consistency and have been checked to ensure the information on the calcs and drainage area map reflect the information on the Supplement-EZ Form. - Please correct the following issues with the Supplement-EZ Form: o Cover Page:  Line 4 – Please include the surface water area. This value should correspond to Section IV, 6 of the Application. Line 4 on the Cover Page has been revised per your request. o Drainage Areas Page:  The entire site column should include the entirety of the project area, not just the portion of the project area that is currently being developed. Items in the entire site column have been revised per your request.  Lines 5 & 6 – For a low-density project like this, the “drainage area” refers to the entire project area. These values should correspond to Section IV, 7 of the Application. These values has been changed to 6462561 sq ft per your request.  Line 8 – For this project, this item is equal to the sum of Line 10 & Line 16 This value has been changed to 432388 sq ft per your request.  Line 10 – Line 10 = sum of items on Line 12 This value has been changed to from 0 to 28475 sq ft per your request.  Line 16 – The value in the “1” column is not needed. This value has been removed per your request. o Low-Density Page:  Line 5 – The maximum velocity shown in the calculations (4.58 fps) and Supplement-EZ Form (4.84 fps) does not correspond to the value shown (4.12 fps). This value has been corrected to 4.58 fps and is confirmed by the revised calcs.  Line 12 – This item is required per 15A NCAC 02H .1003(4)(e). This question has been answered.  Line 14 – Please answer this item. This question has been answered.  Vegetated conveyance design information – See earlier comment about information discrepancy. Revise as needed. The swale calcs and drainage area map have been revised to show 10 separate vegetative conveyances (including the clean water swale east of the project). These swales are also reflected in the revised Supplement-EZ Form. - NOTE: If you do not like the current location of Culvert 3B, you can redirect it as shown in the attached image, Capture3 (doing this keeps the length similar to what it currently is while keeping it out of the high traffic area between the playground and the shelter). Please provide the following: These hard copy items have been shipped via UPS to your office. - 1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form. - 1x hard copy & 1x electronic copy of the revised calculations. - 2x hard copies & 1x electronic copy of the revised plan sheet(s) (as applicable). Hard copies should be mailed to me at the following address: For FedEx/UPS: Jim Farkas 512 N. Salisbury Street, Office 640E 2 Raleigh, NC 27604 For USPS: Jim Farkas 1612 Mail Service Center Raleigh, NC 27699-1612 Hand Delivery: Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group) will be able to receive the submission. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission package may be lost while being sent from the Regional Office to me in the Central Office. Electronic copies should be uploaded at the following location: https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload \[edocs.deq.nc.gov\] Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the permit without doing another formal review. Let me know if you have any questions. -Jim From: Tran, Kieu M <kieu.tran@ncdenr.gov> Sent: Tuesday, April 5, 2022 1:36 PM To: Bilafer, Kyle <KDBilafer@cabarruscounty.us>; mblackmon@benesch.com Cc: Farkas, Jim J <Jim.Farkas@ncdenr.gov>; Khan, Zahid <zahid.khan@ncdenr.gov> Subject: SW3181201 Rob Wallace Park-Phase II Good afternoon, We received your post-construction stormwater permit major modification application for the above mentioned project on 4/4/2022.
