Dear Mr. Rice:
A letter of request for an Authorization to Construct was received June 14,
1988, by the Division and final plans and specifications for the subject project
have been reviewed and found to he satisfactory. Authorization is hereby granted
.for the construction of a 60,000 GPD wastewater treatment facility consisting of
two 30,000 GPD "Aero-Mod" package plants. Each plant consist of a 30,000 gallon
aeration tank and the "Aer o-•Mod" Clarifier. This fac.:il. i ty wi.l.lalso have a
barscr.een, three 325 CFM blowers, a 12.000 gallon aerobic sludge digestion tank, a
1,260 gallon chlorine contact chamber, a Sanuri1 tablet chlorinator, recording flow
meter, and post aeration with all associated piping, valves, and appurtenances, to
serve Yonahlossee Resort and Club.
This Authorization to Construct is issued in accordance with Part: 1:II paragraph
B of the NPDES Permit No. NC0032212 issued May 9., 1988, and shall he subject to
revocation unless the wastewater treatment facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC0032212.
The Permittee must employ a certified wastewater: operator in accordance with
Part TIT paragraph C of the referenced permit.
The sludge generated from these treatment fac:i li ties must he disposed of in
accordance with G.S. 1.43-21.5. 1 and in a manner. approvable by the North Carolina
Division of Environmental Management. A sludge management and disposal plan shall
be submitted 90 days subsequent to issuance of. this Authorization to Construct.
The Asheville Regional. Office, telephone number 704/251-6208 shallbe
notified at Least twenty-four (24) hours in advance of operation of these
facilities. Such notification to the Regional. Supervisor shn3.1. he made during the
normal office hour from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding State Holidays.

In event the facilities fail to perform satisfactorily in meeting its NPDES
permit effluent limits, the permittee shall take such .immediate corrective action as
may be required by this Division, including the construction of additional
wastewater treatment and disposal facilities.
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer certifying
that the permitted facility has been installed in accordance with the approved plans
and specifications. Mail the Certification to the Permits and Engineering Unit,
P.O. Box 27687, Raleigh, N.C. 27611-7687.
A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of five years from the date of .issuance.
The Operational Agreement between the Permittee and the Environmental
Management Commission is incorporated herein by reference and is a condition of this
Permit. Noncompliance with the terms of the Operational Agreement shall subject: the
Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure
to act in accordance with the terms and conditions of this Permit.
