Morgan Creek Stream Restoration Project (DWR #14 -1122)

Dear Ms. Higgins:
On behalf of the Hiwassee River Watershed Coalition (HRWC), Wildlands Engineering, Inc. ( Wildlands) is
submitting three (3) copies of our response to the Request for Additional Information dated December 1, 2014,
forthe Morgan Creek Stream Restoration Project. The HRWC has determined that the stormwater
management practice depicted on the plans will indeed be constructed and so design for that element of the
project has been completed and is included for your reference.
Comment #1
Provide construction details for (1) Stormwater pipe outlet detail, (2) Wetland outlet detail, (3) Constructed
wetland detail, (4) Woody energy dissipater detail.
Response #1.
(1) The pipe outlet detail is NCDOT standard detail 838 05, provided on Sheet 6.2 of the attached go% planset.
In addition, a brush check dam will be installed to dissipate outlet velocities, provided on Sheet 6.1, detail 3
which includes relevant information in the profile view and note.
(z) The wetland outlet will be a vegetated stone weir, provided as part of detail 3/6.1
(3) The practice will be a hybrid of a wet swale and constructed wetland. Details are provided on Sheet 6.1 of
the attached go%planset, particularly swale detail 1/6.1 and cell detail 2/6.1.
(4) This detail has been removed /substituted. Please refer to plan sheet 3.1, and details sheets 6.1 and 6.2 for
all plans and details pertaining to the proposed stormwater practice.
Comment #2.
Provide detailed Planting Plan or state that the project will meet Riparian Buffer Restoration guidelines.
Response #2.
The project will be planted by the project sponsor, HRWC following construction. During construction, all
disturbed areas will be seeded with temporary and permanent seeding, and mulch will be applied. The
floodplains and floodplain benches of the restored channels will be planted with species as indicated in

Thank you, Andrea, for your thorough review of the Morgan Creek restoration project. I wanted to clarify the
riparian buffer portion of the project. We will be planting woody shrubs and /or native herbaceous plants in
the entire area between the toe of the slope of the railroad and the toe of the slope of the highway, excluding
the restored stream channel and stormwater BMPs (which will be planted with appropriate wetland plants, as
dictated in their design). The landowners wish to preserve a view of their facility from the highway, so species
will be lower- growing than the trees typically planted on our restoration project sites. Attached is a list of the
woody species that we plan to use on this project. We will certainly heed your recommendations for native
grasses (all ones we've used on past projects), matting, timing of project construction, and sediment and
erosion control measures. On the tributary above the railroad, we will plant as much width as we can without
jeopardizing the septic drain field which lies in the field at the toe of the slope on which the facility sits. The
buffer here will be 20 feet wide or greater. Thank you again for your comments and recommendations.

Morgan Creek Stream Restoration Project
Response Due: December 30, 2014
Dear Mr. Kruse & Ms. Moore
The Division of Water Resources (Division) has performed a preliminary review of a 401 Water Quality
Certification application submitted for the above referenced project. The Division has determined that your
application is incomplete and cannot be processed. The application is on -hold until all of the following
information is received:
I. Please provide the following construction details for the items listed below:
• Stormwater pipe outlet detail
• Wetland outlet detail
• Constructed wetland detail
-• Woody energy dissipater detail
2. Provide detailed Planting Plan including species and buffer widths or state that the project will
meet the guidelines for Riparian Buffer Restoration (attached).
If all of the requested information is not received in writing by close of business on December 30, 2014, the
Division will be unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the Division for approval, including a complete application package and the
appropriate fee.

the restored stream channel and stormwater BMPs (which will be planted with appropriate wetland plants, as
dictated in their design). The landowners wish to preserve a view of their facility from the highway, so species
will be lower- growing than the trees typically planted on our restoration project sites. Attached is a list of the
woody species that we plan to use on this project. We will certainly heed your recommendations for native
grasses (all ones we've used on past projects), matting, timing of project construction, and sediment and
erosion control measures. On the tributary above the railroad, we will plant as much width as we can without
jeopardizing the septic drain field which lies in the field at the toe of the slope on which the facility sits. The
buffer here will be 20 feet wide or greater. Thank you again for your comments and recommendations.
