Previous WLAs had the receiving stream Indian Creek, not a UT. This UT has been evaluated as a
zero flow stream and Division zero flow procedure must be applied. 'The facility discharges into a
stream with 7Q10/30Q24) cfs. Removal of discharge is recommended if a more environmentally
sound alternative is available at an economically reasonable cost. An engineering report evaluating
alternatives to discharge is due 180 days prior to permit expiration along with the permit renewal_ .

Facility requesting renewal of existing limits.. Two discrepancies have come up
since reviewing the wasteload allocation: 1) The permit effluent page shows a fecal
coliform limit, however a limit was not recommended at the last wasteload allocation in
1988. Facility was streamlined in July 1993. A fecal coliform limit was added to the
permit between 1988 and 1993. I would assume that it was added during the streamlining
process in '93. The compliance monitoring system does not reflect the addition of the fecal
limit. Fecal monitoring is taking place but a limit is not specified on the system. A review
of the dilution ratio, 271:1, does show that a fecal coliform limit is needed. Will determine
whether the facility will have to have a grace period to meet the fecal limit.
2) The receiving stream has been reported as Indian Creek but the staff report by G>T>
Chen has it a UT Indian Creek. At the last wasteload review in 1988, per telecoih with
Allen Hardy, he reported that the school's conveyance channel was on their property, with
no other inflow of water, to Indian Creek. Therefore, the discharge was considered
directly into Indian Creek. Upon this renewal however, GT says that it is a tributary to
Indian Creek not considered to be a direct discharge. Said that it would uot take a lot to
pipe the effluent to Indian Creek, only about 1000 ft to Creek. Told him we would have to
look at the facility as probably a zero stream discharger and alternative analysis may need to
be requested. Said the he was going to inspect the site soon and would get back to me.
In 1988, Tech Support recommended the discontinuation of instream mgnitoring because
of secondary limits w/ no DO limit and no reported problems instream. ` - H.--

Describe receiving stream features and pertinent
downstream uses: The receiving stream is a narrow wet
weather drainage ditch which is tributary to Indian
Creek. The ditch had a small flow at the time of the
inspection. Downstream users are unknown.

existing outfall to Indian Creek which has a positive 7Q10
flow.

quality or groundwater? The existing facility discharges
treated domestic wasteflow only. No hazardous materials are
used at the facility. No air quality and/or groundwater

PART IV - EVALUATION AND RECOMMENDATIONS
Lincoln County Schools requests its NPDES Discharge Permit
(No. NC0041246) for West Lincoln High School be renewed. An on -
site investigation performed by staff of the Mooresville Regional
Office revealed that the existing discharge is to an unnamed
tributary to Indian Creek. The tributary did not appear to have
sufficient natural flow. Therefore, a new wasteload allocation
should be developed. In the interim, Lincoln County Schools may
need to submit alternative analyses to the Division of
Environmental management for review and determination if the
existing discharge should be eliminated via extension of the
outfall or construction of a non -discharge wastewater treatment
plant.
It is recommended that the subject Permit be renewed in
consideration of the concerns noted above.
