According to your permit renewal request received January 24, 1998, the Division of
Water Quality (the Division) hereby transmits the final permit. Please realize that this facility
discharges to a "zero -flow" stream. This means that effectively 100% of the effluent impacts the
local environment, for better or worse, with little no benefit from dilution by natural waters.
The following revisions have been included in this permit:
Deletions:
The Division no longer requires "instream" or creek monitoring for "conductivity."
Additions:
1. This permit contains a Special Condition requiring an Engineering Alternatives Analysis
(EAA), to be performed according to the attached guidance document (June 9, 2000). Please
be advised that this EAA must be received by the Division of Water Quality within 180 days
of the effective date of this permit.
2. Considering "zero flow" conditions, monitoring for ammonia nitrogen (NH3 as N) shall
conform to stricter limits of 2 mg/L (summer) and 4 mg/L (winter). As an option to these
limits, the permittee may request to conform to a monthly Whole Effluent Toxicity (WET)
Test (ceriodaphnia dubia at an effluent concentration of 90%). New limits for ammonia
(NH3 as N) shall become effective on April 1, 2002, one year from the permit effective
date. The Division may revise this compliance schedule after reviewing the EAA conclusions
and recommendations.

Chronic and acute toxic affects of chlorine are also of concern in a "zero -flow" discharge
environment. The Division feels that this facility's discharge of Total Residual Chlorine (TRC)
should conform to a limit of 17 µg/L. Although a permit limit has not been imposed at this time,
perhaps de -chlorination or alternate means of disinfecting (ozone or UV light?) might be
explored.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless
such a demand is made, this permit shall be final and binding.
Please notice that this permit is not transferable except after notifying the Division of Water
Quality. The Division of Water Quality may require modification or revocation and re -issuance of
this permit.
This permit does not affect the legal requirements to obtain other permits required by the
Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or
other federal or local governments.

INTRODUCTION
Lincoln County Schools / West Lincoln High School (also herein referred to as the Permittee)
requires a National Pollutant Discharge Elimination System (NPDES) permit to dispose treated
wastewater to the surface waters of the state. The Permittee's 5-year NPDES permit has expired and
they have requested renewal from the Division of Water Quality (the Division). This Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit renewal (superscripted numbers in order of appearance, See References).

Facility records date from 1975. This facility discharges five days per week, through Outfall 001,
almost year-round except during summer vacations and holidays when discharge is typically reported
as "No Flow." Although the permit specifies a design flow of 0.010 million gallons per day (MGD),
actual flow has averaged over the past three years about 0.004 MGD, or about 40% of permitted
capacity 9. The previous permit expired on July 31, 2000 and the Division received appropriate
documentation to renew (Short Form D) on January 24, 20001.
Waste Load Allocation (WLA). The Division prepared the last WLA in July 1993 and developed
effluent limits and monitoring considering an in -stream waste concentration (IWC) of 100 %. The
Division judges these limits and monitoring requirements to be appropriate for this renewal with the
exception of the additions and deletions listed below (see PERMITTING APPROACH).
COMPLIANCE SUMMARY
Notices of Violation (NOVs). There were no NOVs issued within the last two years. However, the
Permittee failed to comply with the previous permit Special Condition requiring an Engineering
Alternatives Analysis (EAA), due 180 days prior to permit expiration.
Verifying Existing Stream Conditions. This facility discharges to a "zero -flow" stream4.
Wastewater from this facility discharges to an unnamed tributary (UT) of Indian Creek24, a Class C
stream within the Catawba River Basins. Indian Creek is not "impaired" [not 303(d) listed].
Instream Monitoring and DMR Data Review. The Division reviewed over 2 Y2 years of DMR
data (1998 through September 2000). Reports appear regular, thorough, and complete. Total flow
averages about 0.004 MGD (-40% of permitted flow).
Instream Data. Dissolved oxygen (DO) and temperature data ' appear reasonable, seasonally
appropriate, and in compliance. The Division compared DO upstream and downstream of Outfall 001
(98 samples) to the Stream Standard of 5 mg/L. All test results are in compliance with the Stream
Standard. Fecal coliform counts vary greatly upstream (range <2 to 620 colonies per ml) and
downstream (range 20 to 680 colonies per ml.
Effluent Data. Fecal coliform counts compared to instream data show no apparent pattern or
correlation to effluent concentrations (monthly average ranges <1 to 210 mg/L). Total Residual
Chlorine (TRC) concentrations in effluent are moderate. They average less than 600 µg/L monthly,
and during the year 2000, less than 400 µg/L monthly.
CORRESPONDENCE
Staff Report. Mooresville Regional Office (MRO) prepared a Staff Report dated June 16, 2000.
MRO recommended that this permit be reissued. However, they noted that the previous permit
contained a Special Condition requiring an Engineering Alternatives Analysis (EAA) to be submitted
with the renewal application six months prior to permit expiration. They further noted that the
Permittee failed to comply with this Special Condition.

Mooresville Regional Office also suggested that the Permittee evaluate the assimilative capacity of
Indian Creek as an alternative discharge point, and estimate the cost to relocate Outfall 001
approximately 1,500 feet down stream. Positive flows for Indian Creek are estimated at 7Q10 = 6 cfs
(summer), 7Q10 = 11 cfs (winter), and 30Q2 = 13 cfs10.
PERMITTING APPROACH
This facility discharges to a "zero -flow" stream (7Q10 = 0 and 30Q2 > 0)8. To protect this natural
environment, the Division included a Special Condition in the previous permit requiring the Permittee
to submit a format -approved Engineering Alternatives Analysis (EAA) 180 days prior to permit
expiration3'4. The Permittee failed to comply with this Special Condition.
Therefore, according to policy", the Division shall require this permit renewal to include:
1) an EAA, to be submitted within 180 days following the permit effective date;
2) ammonia (NH3 as N) limits of 2 mg/L (summer) and 4 mg/L (winter); as an alternative to these
limits, the Permittee may comply with a monthly Whole Effluent Toxicity (WET) test
(ceriodaphnia dubia at 90% effluent concentration);
3) a total residual chlorine (TRC) limit of 17 µg/L;
4) DO stream conditions do not indicate impairment (see Instream Data), therefore BOD5 limits
shall remain unchanged.
Compliance to these revised limits and monitoring shall begin January 1, 2002. This compliance
schedule may be altered or amended following the Division's review of EAA conclusions and
recommendations.
Instream Monitoring Changes
Current Requirements: Dissolved Oxygen; Fecal Coliform, Temperature, Conductivity4.
Recommended Changes: Remove Conductivity only.
Toxicity Testing
Current Requirement: None4.
New Requirement: May be substituted for new permit limits.
Considering discharge under "zero -flow" conditions, the Division has added the following to the
permit cover letter:
"Please be advised that you are discharging to a "zero -flow"
stream. This means that effectively 100% of your effluent
impacts the local environment, for better or worse, with little or
no benefit from dilution by natural waters."

INTRODUCTION
Lincoln County Schools / West Lincoln High School (also herein referred to as the Permittee)
requires a National Pollutant Discharge Elimination System (NPDES) permit to dispose treated
wastewater to the surface waters of the state. The Permittee's 5-year NPDES permit has expired and
they have requested renewal from the Division of Water Quality (the Division). This Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit renewal (superscripted numbers in order of appearance, See References).
FACILITY RECORDS REVIEW
Facility Description. West Lincoln High School (Table 1) Rlrserves 828 students and 77 staff
members'' The school utilizes a Class I wastewater treatment facility' consisting of two (2) 1,500-
gallon septic tanks with dosing compartment (Division authorized in 1988), a sand filter, and tablet
chlorine disinfection2.

Facility records date from 1975. This facility discharges five days per week, through Outfall 001,
almost year-round except during summer vacations and holidays when discharge is typically reported
as "No Flow." Although the permit specifies a design flow of 0.010 million gallons per day (MGD),
actual flow has averaged over the past three years about 0.004 MGD, or about 40% of permitted
capacity 9. The previous permit expired on July 31, 2000 and the Division received appropriate
documentation to renew (Short Form D) on January 24, 2000 I.
Waste Load Allocation (WLA). The Division prepared the last WLA in July 1993 and developed
effluent limits and monitoring considering an in -stream waste concentration (IWC) of 100 %. The
Division judges these limits and monitoring requirements to be appropriate for this renewal with the
exception of the additions and deletions listed below (see PERMITTING APPROACH).
COMPLIANCE SUMMARY
Notices of Violation (NOVs). There were no NOVs issued within the last two years. However, the
Permittee failed to comply with the previous permit Special Condition requiring an Engineering
Alternatives Analysis (EAA), due 180 days prior to permit expiration.
Verifying Existing Stream Conditions. This facility discharges to a "zero -flow" stream4.
Wastewater from this facility discharges to an unnamed tributary (UT) of Indian Creek2's, a Class C
stream within the Catawba River Basins. Indian Creek is not "impaired" [not 303(d) listed].
Instream Monitoring and DMR Data Review. The Division reviewed over 2 1/2 years of DMR
data (1998 through September 2000). Reports appear regular, thorough, and complete. Total flow
averages about 0.004 MGD (-40% of permitted flow).
Instream Data. Dissolved oxygen (DO) and temperature data appear reasonable, seasonally
appropriate, and in compliance. The Division compared DO upstream and downstream of Outfall 001
(98 samples) to the Stream Standard of 5 mg/L. All test results are in compliance with the Stream
Standard. Fecal coliform counts vary greatly upstream (range <2 to 620 colonies per ml) and
downstream (range 20 to 680 colonies per ml.
Effluent Data. Fecal coliform counts compared to instream data show no apparent pattern or
correlation to effluent concentrations (monthly average ranges <1 to 210 mg/L). Total Residual
Chlorine (TRC) concentrations in effluent are moderate. They average less than 600 µg/L monthly,
and during the year 2000, less than 400 µg/L monthly.
CORRESPONDENCE
Staff Report. Mooresville Regional Office (MRO) prepared a Staff Report dated June 16, 2000.
MRO recommended that this permit be reissued. However, they noted that the previous permit
contained a Special Condition requiring an Engineering Alternatives Analysis (EAA) to be submitted
with the renewal application six months prior to permit expiration. They further noted that the
Permittee failed to comply with this Special Condition.

Mooresville Regional Office also suggested that the Permittee evaluate the assimilative capacity of
Indian Creek as an alternative discharge point, and estimate the cost to relocate Outfall 001
approximately 1,500 feet down stream. Positive flows for Indian Creek are estimated at 7Q10 = 6 cfs
(summer), 7Q10 = 11 cfs (winter), and 30Q2 = 13 cfslo
PERMITTING APPROACH
This facility discharges to a "zero -flow" stream (7Q10 = 0 and 30Q2 > 0)8. To protect this natural
environment, the Division included a Special Condition in the previous permit requiring the Permittee
to submit a format -approved Engineering Alternatives Analysis (EAA) 180 days prior to permit
expiration3'4. The Permittee failed to comply with this Special Condition2.
Therefore, according to policy", the Division shall require this permit renewal to include:
1) an EAA, to be submitted within 180 days following the permit effective date;
2) ammonia (NH3 as N) limits of 2 mg/L (summer) and 4 mg/L (winter); as an alternative to these
limits, the Permittee may comply with a monthly Whole Effluent Toxicity (WET) test
(ceriodaphnia dubia at 90% effluent concentration);
3) a total residual chlorine (TRC) limit of 17 µg/L;
4) DO stream conditions do not indicate impairment (see Instream Data), therefore BOD5 limits
shall remain unchanged.
Compliance to these revised limits and monitoring shall begin January 1, 2002. This compliance
schedule may be altered or amended following the Division's review of EAA conclusions and
recommendations.
Instream Monitoring Changes

accordance with Title 15 of NC Administrative Code 15A NCAC Subchapter 2H .0105.
There have been no changes since the last request for a permit that 1 am aware of.
The sludge management plan for the facility is as follows. Sludge will be pumped and removed as
generated on a periodic basis by a local vendor (Robert's Septic Tank Service at this time) and taken
to the local municipal waste treatment plant where it will be treated according to local regulations.

Road (SR 1002) approximately 7.40 miles west of the City
limits of Lincolnton, travel south on SR 1002 approximately
0.1 mile. The school is located on the right (west) side of
the road.

topography of the wastewater treatment facility site is
relatively flat, except the area behind the sand filter
where the land slopes off sharply. The site is not in a
flood plain.

tributary to Indian Creek

approximately 4-5 feet wide and 2 to 3 inches deep at

PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

tank with dosing compartment (single bell), flow
diversion box, a surface sand filter with three (3) PVC
distribution lines, and tablet chlorination.

treatment facilities: N/A.
g. Possible toxic impacts to surface waters: None other
than chlorine.

Spray Irrigation: Insufficient land area available for a
spray irrigation system.
Connection to Regional Sewer System: No area -wide systems
available in proximity to the school.

Subsurface: Insufficient land area available for a
subsurface disposal system.
Other Disposal Options: The existing discharge location is
approximately 1,500 feet east of Indian Creek. Lincoln
County Schools may extend the existing outfall to Indian
Creek which has a positive 7Q10 flow.
5. Air Quality and/or Groundwater concerns or hazardous
materials utilized at this facility that may impact water
quality, air quality or groundwater? No AQ or GW concerns,
nor are hazardous materials utilized at this facility with
the exception of chlorine.
6. Other Special Items: Lincoln County Schools did not submit
an engineering report evaluating alternatives to discharge
180 days prior to permit expiration, per Part III,E of the
permit. MRO will appropriately follow-up regarding the
above permit condition violation.
PART IV - EVALUATION AND RECOMMENDATIONS
Lincoln County Schools has applied for permit renewal for
the subject facility. The wastewater treatment facilities were in
good operational condition at the time of inspection.
It is recommended that the subject Permit be renewed as
requested with a condition that the alternatives analysis be
provided within 180 days of permit issuance.
