On behalf of Yadkin Board of Education, John Phillips of Diehl and Phillips requested that
the Forbush Elementary NPDES permit #NC0029602 be modified. Yadkin County Schools
are under SOC WQ 90-34. The currently permitted flow for this system is 6000 GPD.
Under their SOC and new permit, the discharge point is to be relocated to Mill Branch (see
attached map) and the flow reduced to 2500 GPD. The modification requests that the flow at
the relocated discharge be increased to 6000 GPD. Since the school is growing, WSRO does
not object to the increased flow. Technical support will be better equipped to evaluate the
potential effects of increasing the waste load to the receiving stream. According to Mark
Matthews, ORC and Donald Hawks of Yadkin County Schools, Yadkin County Board of
Education is tentatively planning on installing a small package plant at Forbush Elementary
some time in the Spring of 1997.

Dear Mr. Wiggins:
On behalf of the Yadkin County Board of Education, we would like to
request a modification to the referenced discharge permit. The
current permit flow of 6,000 gpd is scheduled to be reduced to 2,500
gpd at the relocated discharge point. Due to recent growth
projections for the Forbush elementary school, we would like to
request the permit be modified to allow continuation of the 6,000 gpd,
discharge at the new discharge point.
Enclosed is a check in the amount of $ 400.00 for the permit
modification fee. Please contact us when the wasteload allocation ham
been completed, so that we may be aware of any limit changes due to
the increased flow.

The facility, which currently discharges to a zero flow stream, is planning to relocate their
outfall from UT to Mill Branch to Mill Branch. The facility has been under an SOC since at least
1991. Per the SOC the facility is to reduce its flow to 0.0025 MGD upon relocating to Mil
Branch. Monthly average flows indicate that the facility could not meet the 0.0025 MGD flow
limit upon relocation. Mill Branch will provide more dilution than the current site, however the
recommended ammonia limit will still be difficult to meet with the existing treatment plant. The
ammonia limit is based on protection against instream toxicity. Level B model indicates that the
0.006 MGD discharge will have measurable but minor impact to the receiving stream. As a result
instream monitoring is not recommended.
