Dear Mr. Seagle:
The Division of Water Quality (the Division) has reviewed your request to modify your existing
permit. The Division hereby grants this request in accordance with the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated May 9, 1994, or as subsequently amended.
The Division acknowledges that your project to relocate Outfall 001 (ATC No. 041246A01) has
been delayed by a prolonged review process and by inclement weather. Therefore, the Division
shall extend the compliance deadline for ammonia limits to October 1, 2003 (see attached revised
Effluent Limitations page, Footnote #3). Please insert this new page into your existing permit and
discard the old page.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30)
days after receiving this letter. Your request must be in the form of a written petition conforming
to Chapter 150B of the North Carolina General Statutes, and must be filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless
such a demand is made, this permit shall be final and binding.

This permit is not transferable except after notifying the Division of Water Quality. The Division
may require modification, or revocation and re -issuance of this permit. Please notice that this
permit does not affect your legal obligation to obtain other permits required by the Division of
Water Quality, the Division of Land Resources, the Coastal Area Management Act, or other
federal or local governments.

A. (1.) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of this permit and lasting until relocation of the outfall to Indian Creek, but
lasting no later than the expiration date of this permit, the Permittee is authorized to discharge treated
domestic wastewater through Outfall 001. Such discharges shall be limited and monitored by the Permittee
as specified below:

Footnotes:
1. E = effluent; I = influent; U = upstream (50 feet above); D = downstream (300 feet below)
2. Calculate Fecal Coliform using the geometric mean (see procedure Part 11. Section A
,Paragraph 9b)
3. NH3 (ammonia) Limits: Permittee shall comply with limits beginning October 1, 2003.
4. pH shall not fall below 6.0 nor exceed 9.0 standard units.
5. Dissolved oxygen daily average effluent concentration shall not fall below 5.0 mg/L.
6. Total Residual Chlorine (TRC) shall be monitored only if chlorine is used to disinfect.
Units:
BOD = biochemical oxygen demand
MGD = million gallons per day
ml = milliliters
mg/L = milligrams per liter
µg/L = micrograms per liter
Effluent shall contain no floating solids or foam visible in other than trace amounts.

Good morning. I talked with Tom Seagle, Lincoln County Schools'
Maintenance Director, this morning. He indicated that upgrade at West
Lincoln HS is about 50% complete. The relocation of the outfall to
Indian Cr. will occur concurrently with startup of expanded WWTP.
