This permit is issued pursuant to the requirements of North Carolina General Statute • 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699- 6714). Unless such demand is made, this permit shall be final and binding. Please take notice that this permit is not transferable. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental permits which may be required. In the event that the wastewater treatment plant's ultraviolet (UV) disinfection system should fail, underperform, or otherwise be removed from effective service, the pernuttee or his agent should immediately inform the Surface Water Protection Section staff of the Mooresville Regional Office of this development and discuss temporary, alternate means for disinfection of the effluent. If chlorine compounds are used as temporary means of disinfection, the total residual chlorine (TRC) concentration of the effluent must be monitored while this method of disinfection is in use and values must be reported on the discharge monitoring report. TRC in the effluent may not exceed 28 µg/L; therefore, dechlorination methods may also be necessary to ensure protection of water quality in the receiving stream. Use of a disinfection system other than the permitted UV system during circumstances not deemed as emergency and/or temporary (replacement of lamps, lamp cleaning or maintenance, etc.) will be considered a violation of the terms of this permit. The Division shall consider all effluent TRC values reported below 50 ug/1 to be in compliance with the permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina certified laboratory (including field Certified), even if these values fall below 50 ug/l. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of a 10,000 gallon capacity septic tank (receives flow from West Lincoln High School), a 14,000 gallon capacity septic tank (receives flow from adjacent Middle School), flow is then combined in a dosing tank where it is pump into a recirculating sand filter, followed by a trapezoidal flume with ultrasonic flow meter, and ultraviolet disinfection. e. Description of proposed WWT facilities: There are no proposed facilities at this time. f. Possible toxic impacts to surface waters: There are no toxic impacts expected. 2. Compliance Background: A CEI dated January 16, 2009, did not reflect a violation of effluent parameters, however, there were some record keeping deficiencies noted that were addressed in an NOV. The WWT treatment system was found to be in good operational condition during the site visit.. PART III - OTHER PERTINENT INFORMATION 1. Special monitoring or limitations (including toxicity) requests: There are no changes to the effluent limitations or monitoring requirements requested at this time. PART IV - EVALUATION AND RECOMMENDATIONS The Lincoln County School System (LCSS) has requested that the subject permit be renewed. There have been no changes to the permit nor the WWTP since the permit was last renewed nor are any changes proposed at this time. The existing facilities are capable of consistenly complying with the current effluent limitations without any further WWTP modifications. This WWT facility serves a student/faculty population of 2200 people. The LCSS is in the process of adding flow from the adjacent West Lincoln Middle School to the subject WWT facility. In order to add this flow, additional WWT facilites were constructed under the authorization of ATC No. 041246A02. Connection of this flow is underway, and when completed, the existing septic tank/nitrification field currently serving the Middle School will be abandoned. Pending a final review by the Western NPDES Unit and a review of the draft permit, it is recommended that the permit be renewed as requested. Maintenance Director Title /-af-.2olD 3 of 3 Form-D 1/06 Sludge Management Plan For West Lincoln High School WWTP Lincoln County Schools own the West Lincoln High School Wastewater Treatment Plant (WWTP) located at 172 Shoal Road in west Lincoln County and operating under NPDES Permit No. NC 41246. The treatment process generally consists of the following components: • 2 each 14,000 gallon septic tanks operated in series. • 12,000 gallon dosing tank with 2 filter dosing pumps • 12,000 gallon equalization tank • Bag filter system • 2 each 76' x 38' recirculating sand filters with drip emitter flow distribution system • Flow splitter box • Ultraviolet light disinfection system • Effluent trapezoidal flume with ultrasonic flow monitoring system • Effluent duplex pump station for transfer of effluent to Indian Creek Waste solids from the facility consist of solids accumulations within the two septic tanks. The septic tanks are periodically monitored for solids accumulations. As the solids accumulations within the septic tanks become significant, Lincoln County Schools employees a local licensed septic tank service to remove the solids.
