The proposed facility would replace the existing treatment system and relocate the existing outfall to Indian Creek, as authorized in the facility's current NPDES permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this Authorization to Construct does not relieve the Permittee from its responsibility to comply with any and all statutes, rules, regulations, or ordinances that may be imposed by other government agencies (local, state, and federal) which have jurisdiction. RECOMMENDATIONS 1. Approve the ATC request, received April 3, 2002. 2. Condition the Authorization upon the addition of an improved base for the PVC liner in the sand filters. REVIEW SUMMARY The proposed improvements consist of: • approximately 1,640 LF of 6" diameter gravity sewer from the school to the new treatment plant site; • one (1) 14,000 gallon primary settling tank; • one (1) 12,000 gallon recirculating sand filter dosing tank with two (2) submersible turbine pumps rated at 2 HP each; • one (1) adjoining 12,000 gallon flow equalization tank; • two (2) 2,888 sq. ft. recirculating sand filters of the pressurized, drip irrigation type; • one (1) proportional flow splitter; • one (1) 100,000 gpd UV disinfection unit; • one (1) 60 gpm duplex submersible pump station; • approximately 1,630 LF of 3" diameter force main to deliver treated effluent from the treatment system to Indian Creek; • fiberglass control building; • 25 kW diesel generator; and • all related structures, equipment, piping, controls, and other appurtenances, as presented in the proposed plans and specifications. The existing treatment system is designed and permitted for 0.010 MGD and discharges to UT to Indian Creek. The new system is designed to fully replace the existing system, which will then be removed (to at least 3 ft. below grade). The new system is designed to treat 0.014 MGD of sanitary and cafeteria wastewaters from the expanded high school and will discharge directly to Indian 1 Lincoln County Schools West Lincoln High School WWTP ATC No. 041246A01 Creek through a new force main/ outfall line. The facility's NPDES permit was modified in August 2002 to authorize these changes. REVIEW NOTES The project review was abbreviated because of time constraints. The recommendation for approval is based in part on conversations with Bob DeWeese of DPI and Tom Bach of W.K. Dickson in addition to a reading of the plans and specs. Key concerns with the design included the adequacy of the drip irrigation design and lack of a structural "floor" under the sand filters. The sand filters use a system of l - inch diameter pressurized distribution lines on 1 ft. centers, with drip irrigation emitters on 2 ft. centers. There seems to be potential for clogging, but the system design includes pre -filters and a high -velocity flush cycle to prevent solids build-up in the lines. Mr. DeWeese indicated that he is familiar with several of these systems elsewhere in the state and that they are performing exceptionally well, even achieving some effectiveness in nitrification/ denitrification. The proposed liner is 30 mil PVC liner would be placed directly on the excavated soils and extend up and over the concrete block walls of the filter cells. A quick review of several design references for on -site sand filter systems (EPA Region 4, State of Wisconsin) showed this to be commonly accepted practice in small treatment systems. They also recommended that the liner be placed on a clean, stable surface such as sand bedding in order to avoid the risk of puncture. The ATC is conditioned on providing a better base for the liner, such as 2" or more of sand over the excavated floor of the filters. Per the submittal requirements highlighted in the NCDENR Authorization to Construct Guidance Document dated January 20, 1999, included with this package are the following items: 1. One original and three copies of letter of request from the Permittee describing the components to be installed. 2. Four sets of Detailed Plans and Specifications. 3. Four sets of Design Calculations & Supporting Documents and Hydraulic Profiles. 4. Four copies of the Flow Schematic. 5. Four copies of the NCDENR Watershed Classification Attachment (Form WSCA 10/99). A Construction Sequence Plan was not included with this submittal since there will be no modifications made to the existing wastewater treatment facility. In addition, supply performance data or pilot test data was not included since the proposed wastewater treatment facility components have well established treatment capabilities. These ratings are used to prioritize DWQ activities towards protecting and restoring waters in the basin. There are two streams listed as impaired in this subbasin: Clark Creek (partially supporting) and Mauney Creek (partially supporting). Further discussion on these streams can be found in Part 6.3 below. Fully supporting but threatened waters (ST) in this subbasin include most of the South Fork Catawba River and Indian Creek. The 1995 basinwide plan listed only the lower portion of the South Fork Catawba River as ST. Therefore, there are currently more stream miles on the South Fork Catawba River rated ST than the previous plan. All other sampled tributary waters are fully supporting (FS). Refer to Appendix II for a complete listing of monitored waters and use support ratings. Maiden Lake Assessment COUNTY: Catawba CLASSIFICATION: WS-II CA SURFACE AREA: 14 acres (6 hectares) MEAN DEPTH: 10 feet (3 meters) VOLUME: 0.02 x106m3 WATERSHED: 20 mi2 (52 km2) Maiden Lake is the water supply for the Town of Maiden.
