Project Summary: The proposed project is for the construction of a 2-slip docking facility with pier, platform, and boatlifts within Bogue Sound. Field Investigation Report Roger Corbett 149 Soundview Drive Page 2 of 3 9. Narrative Description: The Roger Corbett project is located at 149 Soundview Drive Newport, Carteret County. The residential property is .781 acres (34,014.6 sf) in its entirety and an average of 7' above nhw. Bogue Sound runs along the south side of the property. The property is cleared with fill and has an existing bulkhead that runs along the shoreline. There is a 30' x 111" section of coastal wetlands, which consists mostly of (Spartina alterniflora) and (Spartina patens) along the 111' of shoreline on Bogue Sound. The waters of Bogue Sound have approximately 2.5'to 3' lunar tidal amplitude. The Division of Water Resources classifies this area as QRWISA Waters. This area of Bogue Sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The Carteret County Land Use Plan classifies this area as Residential with Conservation within the AECs. According to Google Earth spacial data, the ICWW is located approximately 1000' waterward (south) of the most southern proposed platform and proposed slips with boatlifts. Water depths within this project location are-.5'nlw/mlw to -1.5' nlw/mlw depending on location. The bottom substrate is sand and no SAV were observed within the proposed platform and slip areas (SAV approximately 25' to 60' landward of the proposed platform and boatlifts). Bogue Sound is approximately 2.5 miles wide at this location. According to the Google Earth SAV 2018 flyover data provided by DMF, there are SAV within this location approximately 300' from NHW. No SAV were observed beyond this point. 10) Proposed Development: The applicant is proposing a pier, platform and two slips with boatlifts. SAV was not observed within the proposed slip areas. The applicant is proposing to add a 6' x 362' pier that would extend from the existing bulkhead over coastal wetlands and into Bogue Sound. The pier would intercept a 12' x 20' t-head platform that would have a 12' x 13' boatlift on either side (max of two slips). The closest section of the proposed platforms and boatlifts are approximately 25' to 60' waterward (depending on location) of the edge of SAV habitat. The most waterward portion of the proposed docking facility would not exceed a maximum of 354' from NHW, and 344' from the edge of coastal wetlands. The proposed docking facility would exceed existing pier head length (275' from NHW) along this shoreline however would remain within an existing pier headline (utilizing an existing longer pier approximately 700' to the east and a land peninsula approximately 650' to the west). The longer length would allow the applicant to span beyond SAV and shallow water depths within the project area. All parts of the docking facility would be landward of the ICWW channel (approximately 1000' landward) and a minimum of 29.5' from both riparian corridors. Riparian corridors were determined utilizing the ICWW aligment. There would be a total of two slips with boatlifts. The boat size would be limited to a maximum of 24' and of open runabout design. The water depths within the slip areas are -1.2' nlw to -1.7' nlw/mlw depending on location, with connecting water depths of -1.9' plus nlwlmlw. Anticipated Impacts: The proposed docking facility would shade/incorporate 180 ft2 of coastal wetlands, shade/incorporate 1692 ftz of SAV habitat, shade 528 ft2 and incorporate 840 ftz of shallow bottom habitat (no SAV). The increase in suspended sediment and turbidity levels from the piling placement would be temporary, occur while the piling placement is taking place and should be minimal given the bottom composition. The proposed docking facility should not be a hindrance to navigation due to the fact all portions would be located landward approximately 1000' landward of the ICW and would remain within an existing pier headline (utilizing an existing longer pier approximately 700' to the east and a land peninsula approximately 650' to the west). The longer length has the potential to allow the applicant to span beyond SAV and shallow water depths within the project area. The proposed docking facility would also meet the minimum 15' setback from the riparian access lines and not exceed a maximum distance of 344' waterward of the edge of marsh or 354' from NHW. No SAV where observed within the proposed platform and slip areas. Name: Heather M. The site consists of one parcel on 0.78 acres of land. The adjacent lot to the West and North is vacant and wooded and the adjacent lot to the East is the location of a single-family residence. The parcel borders Bogue Sound to the South. The proposed development includes a pier to a platform with two boat lifts. The slips are designed for small boats. The parcel is zoned by Carteret County as residential. The access dock will be 6' wide and approximately 362' in total length with a 12' wide by 20' long fixed platform. The dock reaches open water, beyond the existing submerged aquatic vegetation and no dredging is proposed. The proposed dock is perpendicular to the Intracoastal Waterway setback angle and the edge of the platform is approximately 1172' from the Intracoastal Waterway setback. Mr. Corbett is constructing a single-family residence on the parcel permitted under the existing CAMA Minor Permit #NC22-0194. The application shows an approximate pier head line. That line utilizes a pier approximately 700' to the east and the peninsula approximately 830' to the west with no current docks. The location of this line is waterward of the visible SAV's but still is less than 2' at low water. The proposed line follows the main shore uniformly until reaching the peninsula.
