The Impact Table lists them as "Allowable" without any details as to which use(s) in the Table of Uses is/are being proposed, and it is unclear on the maps. [15A NCAC 02B .0611] • The project involves the dredging of filled in sediment and debris within the pond footprint near the inlet areas. This is deemed allowable under use "u" and "ee" in the Table of Uses for the Neuse River Basin Buffer Rules [15A NCAC 02B .0714]. 2. Can you please provide additional details on the dewatering of the dredged materials? The application indicates that they will be dewatered on the shoreline, but the maps appear to show a "proposed stockpile area" within the pond. Typically dredge spoils are taken to an upland area for dewatering. [15A NCAC 02H. 0502(c)] • The water level in the pond will be lowered to facilitate the dredging. Due to the lower water level the stockpile area will be in the dry and allow the removed material to dewater within the current pond footprint. This was proposed to limit the footprint and impacts of the project. 3. Will the refreshed rip rap extend further up the banks than what was previously there, or will it be within the same footprint? [15A NCAC 02H .502(c)] • The refreshed rip rap will be within the existing rip rap footprint. This project does not propose to extend the existing rip rap footprint. 4. The Open Waters impact table requests 0.40 acres of temporary impacts for dredging, but the impact maps show 0.19 acres of dredging impacts. Please provide additional information on this discrepancy and provide an updated table if applicable. [15A NCAC 02H .0502(c)] • This was a typo on our end while filling out the PCN application. The total proposed open water impacts are 0.19 acres as shown in the table on sheet E3 of the submitted plan set. Can you please advise the best way to submit an updated impact table for your review? 5. Does the Erosion Control Matting contain plastic? Is this for permanent bank stabilization? [15A NCAC 02H .0502(c)] • The proposed Erosion Control Matting should not contain plastic. A note was added to Detail 2/D1 on sheet D1 of plan set to clarify that there shall not be any plastic in the erosion control matting. Erosion Control Matting is used to help establish permanent ground cover in disturbed areas.
