The revised General Permit was signed on September 20th, 2011 and took effect October 1, 2011. This renewed CoC is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated October 15, 2007 [or as subsequently amended]. A copy of the NCG510000 is enclosed, as well as an updated Technical Bulletin. The Technical Bulletin summarizes the changes from the previous version of NCG510000. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, this CoC shall be final and binding. The CoC is not transferable except after notice to the Division. You must notify the Division if you sell or otherwise transfer ownership of the permitted facility. The Division may require modification or reissuance of the CoC. If your facility ceases discharge of wastewater before the expiration date of this permit, contact the Regional Office listed below. Once discharge from your facility has ceased, this CoC may be rescinded. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality, the Division of Land Resources, Coastal Area Management Act or any other Federal or Local government. The auxiliary system is identical to the existing permitted system (which currently discharges less than 1,000 gpd), and treatment will include air stripper, particulate filters, and two activated carbon columns. The proposed discharge is to the same swale that the existing system discharges to. You will be required to perform identical monitoring for the proposed new discharge, and comply with the same permit limits. The Winston- Salem Regional Office, Surface Water Protection Section, telephone (336)-771-5000, shall be contacted at least 48 hours in advance of operation of the installed auxiliary extraction system, so that any additional in -place inspection requirements can be determined. As Justin explained, The Pantry is installing an auxiliary dual phase extraction system across Highway 87 from the existing dual phase extraction system placed into operation in 2008. The NPDES permit for the existing system is attached. The auxiliary system is necessary to prevent further migration of the gasoline plume. The auxiliary system is identical to the existing system and is rated for a flow of 20 gpm with recovery via vacuum blowers (rather than a liquid ring pump), separator tank, air stripper, particulate filters and two activated carbon columns plumbed in series (see attached P&ID). Actual discharge from the existing system is averaging less than 1,000 gallons per day. The proposed recovery wells that will be incorporated into the system include DP-4 through DP-12, MW-1A, MW-2A and MW-32 (see attached recovery well cross section). The proposed discharge location (see attached site plan) is the same swale that the existing system discharges to only further down stream.
