The APE for historic architectural resources extends 100 feet to either end of the proposed 0.9 -mile project length (N- S) and 100 feet to either side of the US 258 centerline (E -W) to encompass planned construction activities. Greene County current GIS mapping, aerial photography, and tax information identified an APE of woodland and cultivated fields with residential resources dating predominantly from the 1950s to the early 2000s (viewed 7 November 2014). The comprehensive architectural survey of Greene County (1994 -8) and related publication recorded no resources in the APE (Penne Smith Sandbeck, Greene along Contentnea - the Architectural History of Greene County, North Carolina, Snow Hill, NC: Greene County Arts and Historical Society, 2009). Three of the earliest resources (Parcel #s 0303414, 0300139, and 0305677) stand 100 feet and more from the US 258 centerline, beyond likely project impact, with no intervening landscape elements of concern. USGS mapping indicates the presence in the APE of a cemetery (Parcel # 0323979) in the NE quadrant of the US 258/SR1001 (Browntown Road) intersection, adjacent to US 258, and prompted a field investigation, carried out on 12 December 2014. The site appears on recent aerial photography as a cluster of trees, but has been mechanically cleared and burned. There are no above - ground, architectural or landscape resources; sub - surface concerns will be addressed in the archaeological review. The project length is about 0.9 miles and the propsed ROW is 100 ft, as is the existing ROW. The project Area of Potential Effects, APE, is defined as the width of the project, 100 ft, along the 0.9 miles of length plus any needed easements that may extend slightly beyond the ROW. This is a federally funded undertaking with federal permits needed, therefore, Section 106 of the National Historic Preservation Act applies for this review. While the project is somewhat lengthy, much of the APE has been previously disturbed by the construction of the existing highway and associated ditches. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Aerial and topographic mapping of this rural location was examined. Records at the Office of State Archaeology were reviewed in November 2014. USGS quadrangle mapping depicting previously reviewed areas and site locations was copied. Of in interest, a cemetery was noted nearby the APE on USGS mapping, northeast of SR 1101 (Browntown Road) and US 258 (see attached). Appearing as a grove of trees in previous aerial photography, at the time of a field visit, in December 2014, the location had been mechanically stripped and vegetation burned, presumably for the Phase 1H water system improvements (possibly a pump or valve station) noted on nearby signage. According to GIS data collected by staff archeologists, the top of the ditchline corresponds to the ROW and the cleared area is outside of the APE. No obvious indication of a cemetery were noted, such as grave markers or fences were noted, though some domestic scatter (milk glass canning lid fragment, poured concrete block, whiteware) were identified in the resulting push pile. No previously documented archaeological sites were noted on OSA archaeological mapping. Environmental reviews for archaeology were noted in the nearby vicinity of the project area, including portions of the APE. One review (ER 09 -0412) covers a 12.3 mile waterline within NCDOT ROW that did not result in a survey or sites identified. The project appears to be currently underway during the December 2014 field reconnaissance.. For this project, much of the APE has been modified by the existing modern highway and ditching. Expectations that an intact or otherwise significant archaeological resource might be impacted within the APE are low for this lane addition. Expectations that an intact or otherwise significant archaeological site is present and might be impacted are low for this bridge replacement project. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This project seeks to construct a new middle lane along the existing US 258 highway. The APE has already been disturbed by the construction of the existing modern US 258. There are no known sites recorded within the APE or within the local vicinity. The location of a cemetery marked on USGS mapping appears to be outside of this project's APE. For these reasons, the likelihood that significant, intact archaeological sites are present and would be affected by the undertaking are low. The majority of the APE has been modified, disturbing any intact archaeological context, by the existing bridge. For this project, no further archaeological work is recommended.
