This letter is being submitted in response to phone correspondences with your offices earlier today
related to the Golf Course Renovation project (Nationwide Permit 42) and a possible Dam Removal
project (Nationwide Permit 27) that the Town of Mooresville is still in the decision making /
discussion phase on. During your review of the submitted application questions arose regarding
whether or not the Dam Removal was being requested in the submitted application. The Dam
Removal project is not being requested in the submitted application as it is WNR and the Town's
position that it is a separate and complete project in and of itself and is independent of the Golf
Course Renovation project.
The Dam Removal project has been discussed however a final decision has not been made as to
whether or not the Town will move forward with removing the dam /restoring that reach of Reeds
Creek or doing maintenance on the dam for aesthetic purposes which would not require permit
approval through your offices. No work that would require permit approval through your offices
will be conducted at the Dam Removal project during the Golf Course Renovation project. The
Town may decide to move forward with a Dam Removal permit application request once the Golf
Course Renovation project approvals have been obtained.
WNR and the Town understand that if a Dam Removal permit application is submitted any impacts
associated with that project will be considered cumulatively with the Golf Course Renovation
project. WNR and the Town also understand that a dam removal / stream restoration plan will be
required and should contain information regarding bank stabilization, existing and proposed stream

bed elevations, proposed stream structures if applicable, potential impacts to upstream Waters of
the US, monitoring, etc. WNR and the Town understand that a review of the permitted impacts for
the Golf Course Renovation project versus the requested limpacts for the Dam Removal project will
be conducted by your offices and may result in the requirement of an Individual Permit.
Please correspond if I need to provide any additional information necessary to assist you with your
review and, if possible, expedite the issuance of the Golf Course Renovation permit authorization
that was requested in December 2014. Please feel free to call with any questions or comments.
