Dear Mr. Blankenship:
In accordance with your permit major modification request received September 29, 2022, we are
forwarding herewith a modified Attachment A certified November 15, 2022, to EMA Resources, Inc. for
the subject residuals management program.
Modifications to the subject Attachment are as follows:
The permitted dry tonnage for Lear Corporation WWTP has been increased from 318 dry tons
per year (DT/yr) to 1,600 DT/yr.
The modified Attachment A shall be effective from the date of certification until January 31, 2027
(i.e., expiration date of the current permit), shall replace Attachment A of Permit No. WQ0041666 issued
July 16, 2020, that was previously certified on March 10, 2022, and shall be subject to the conditions and
limitations as specified therein, as well as those specified in the above-referenced permit. Please replace
Attachment A of Permit No. WQ0041666 that was certified on March 10, 2022, with the modified
Attachment A. Please note that the Permittee shall submit a renewal application no later than August
4, 2026.
If any parts, requirements, or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
