Hey Worth,
I received the Year 2 Monitoring Report from you for the Pancho Buffer & Nutrient Mitigation Bank on November 20,
2014. DWR is requesting more detail be provided in the Pancho Monitoring Reports, including the recently submitted
Year 2 Monitoring Report. The following describes what details DWR is requesting for this project and any additional
comments as a result of my review:

1.Site conditions over the past year (acknowledge as either yes or no & describe any remedial actions taken where

needed) Your BPDP states that you will perform the following or remediate issues as they arise, but if there is
nothing in the report that speaks to the conditions of the site over the course of the year, DWR can’t get a good
feel of the project & whether we’d recommend remedial actions or not.
Herbivory?

Any easement encroachment

o
Fence maintenance?

o
Livestock intrusion? This is important on all mitigation sites where livestock abuts the project

o
Invasive species management?

o
Mowing/pruning/mulching?

o
2.Need the date that vegetation data was collected written within the summary.

3.Need a Figure showing the location of the vegetation plots in all annual reports (Figure 2 from Year 1 Annual

Report will work)
4.In the credit release letter dated March 6, 2014 (attached to this email for reference) it was requested that, “a

monitoring plot be added to this additional buffer restoration area and vegetation be collected, monitored, and
submitted along with the Year 2 Monitoring Report & all succeeding annual reports”. I do not see where this
additional vegetation plot was added to the buffer along Kennedy Mill Branch. Please explain.
5.The Year 1 Report indicated that RS was going to replant areas surrounding plots 8 & 9 with 200-300 bare root

saplings prior to March 15, 2014. However, the Year 2 Report does not mention anything about supplemental
planting having been performed. Please explain.
6.The Year 2 Report is missing vegetation data for plots 11-16. The data provided with the report only shows plots

1-10.
7.Replanting is necessary as indicated in the Year 1 report. DWR would like to schedule a site visit to confirm the

supplemental planting has been performed, preferably in the early Spring of this year (April 2015).
8.When providing the vegetation data tables, please include the description below the table for “P-nols”. Even

though I know what that means, others who may see the report may not.

9.Please provide proof of renewal for the performance bond

maintenance through 2015.
