TheprojectincludestherestorationofriparianareasalongBobBranchandseveralunnamedtributaries (A1,B1,B2,andB3)inRandolphCounty,NC.TheprimarypurposeoftheBankistoprovideriparian buffermitigationcreditstomitigateforunavoidablebufferimpactsintheRandlemanLakeWatershed, HydrologicUnitCode(HUC)03030003andtheDWRSubbasin030608oftheCapeFearRiverBasin. ParcellocationandtheserviceareaaredepictedinFigures1and2,respectively. 1.1 ProjectDescription ThisParcelprovidesbuffermitigationthroughthecreationofariparianbuffermitigationbank.The projectinvolvedtherestorationofonsiteriparianareasthathelpreducenonpointsourcecontaminant dischargesfromagriculturalrunofftodownstreamwaters.Theprojectstreamsflowintothe RandlemanReservoir,whichdrainsintotheDeepRiver,andispartoftheCapeFearRiverBasin.Thereis anexistingconservationeasementonthefirst50feetfromthetopofbankofseveralofthetğƩĭĻƌƭ projectstreams:A1,B1,B2,andB3.Thisexistingeasement(PhaseI)wasrecordedontheParcelin2012 aspartofaNCDivisionofMitigationServices(DMS)LoflinDairyBufferMitigationSite(DWR#2012 0365).PhaseIIoftheprojectexpandedtheexistingbufferrestorationareaanadditional50feeton eithersideofA1,B1,B2,andB3andaddsanew100footbufferoneithersideofBobBranch,foratotal of12.00acres.TheprojectcomponentsareshowninFigure3. Ofthe12.00acresprotectedunderthePhaseIIconservationeasement,8.24acresareforriparian bufferrestoration,0.16acresforriparianbufferenhancement,and2.84acresforriparianbuffer preservation,foratotalof8.43acres,or366,883.664squarefeetofriparianbuffercredits.An additional0.11acresofforestedriparianbufferareprotectedundertheconservationeasementbutare noteligibleformitigationcreditincompliancewith15ANCAC02B.0295(o)(5). TheLoflinDairyParcelislocatedoffLoflin DairyRoad,whichisapproximatelysixmilessoutheastofthe intersectionofInterstate85andHighway311inArchdale.ToaccessthesitefromGreensboro,takeI85 S.Takeexit113CAforI74.In0.7miles,takeexit113BontoI74EtowardsAsheboro.In4.2 miles,take exit79forCedarSquareRoad.In0.3miles,turnrightontoCedarSquareRoad.Continuefor0.3miles andturnleftontoUS311.Continuefor2.4milesandturnleftontoLoflinDairyRoad.TheParcelis locatedattheendoftheroadontheleftΛЌЎπЎЉЍЎ͵ЋͼN,АВπЎЋЋЉ͵ЍͼW). TheParcelissurroundedbyfieldsthathavebeenalternatelyusedforcattleandcropproduction.There isa60footeasementbreakonB1andbotha70footand15footeasementbreakonBobBranch.There breakalongA1thatwasrecordedaspartofPhaseIoftheproject.The isalsoa30footaccesseasement breakintheexistingPhaseIconservationeasementwillremaintoallowforaccesstoboththephasesof theproject. 1.5 ProjectDesign Mitigationcreditsforthesitearebasedupontheasbuiltsurvey.Amapdetailingthecreditgeneration isprovidedinFigure3.ThetablesandfiguresareallpresentedinAppendixA. MitigationactivitiesperdrainagefeatureareoutlinedinTable1a.Theseacreageswerecalculatedprior toapplyinganyreductionsinriparianbuffercreditsforareasbetween101feetand200feetfromtopof bank,per15ANCAC02B.0295(n)orthe2:1and10:1creditratiosontheenhancementandpreservation ofruralstreamsrespectively,per15ANCAC02B.295(m). Afterapplyingtheapplicablereductionsincreditsandcreditratios,theLoflinDairyPhaseIIBankParcel includes8.422creditedacres,or 366,883.664 ft² ofriparianbuffercredits,asshowninTable1b.The Sponsorwillmaintaintwocreditledgers. Plantingofbareroottreesoccurredintherestorationareasofthesite,andsupplementalplantings occurredintheenhancementareas.TreespeciesselectedfortheParcelwerenativehardwoodspecies typicalforPiedmontcommunitiesasdefinedbySchafale(2012).5,010treeswereplantedatadensity of597treesperacre,whichissufficienttomeettheperformancestandardsof260treesperacreatthe endoffiveyears(Rule15ANCAC02B.0295).Formostofthesite,itwasdeterminedthataseedmixwas notneededbasedonthelackofdisturbedareas.Noworkwasperformedinthepreservationportions ofthesite.Allareasformitigationareprotectedinperpetuityundertheconservationeasement. LoflinDairyPhaseIIBufferMitigationBankParcel MonitoringYear3ReportΑDraftPage3 Section2: VEGETATIONMONITORING TheperformancecriteriafortheParcelfollowsapprovedperformancecriteriapresentedinthe guidancedocumentsoutlinedintheConsolidatedBufferRule(15ANCAC02B.0295).Annualmonitoring andsemiannualsitevisitswillbeconductedtoassesstheconditionofthefinishedproject. 2.1 SuccessCriteria Thebuffermitigationprojecthasbeenassignedspecificperformancecriteriacomponentsfor vegetation.Performancecriteriawillbeevaluatedthroughoutthefiveyearpostconstruction monitoring.AnoutlineofthemonitoringcomponentsareshowninTable5andaredepictedinFigure4 (AppendixA).ThemeasuresofvegetativesuccessfortheParcelwillbethesurvivalofatleastfour nativehardwoodtreespecies,wherenoonespeciesisgreaterthan50%oftheestablishedstems,and anestablisheddensityofatleast260plantedtreesperacreattheendofYearFive.Appropriateand desirablenativevolunteerspeciesmaybeincludedtomeettheperformancestandardswithDWR approval. 2.2 MonitoringProtocols Vegetation Six,10meterby10metervegetationmonitoringplotswereinstalledwithinthebufferrestorationarea tomeasurethesurvivaloftheplantedtrees(Figure4).Thenumberofplotsrequiredwasdeterminedin accordancewiththeCarolinaVegetativeSamplingProtocol(CVS)Levels1&2(Leeetal.2008). VegetationassessmentswereconductedfollowingtheCVSLevels1&2ProtocolforRecording Vegetation,Version4.0(Leeetal.2008;Peetetal.1996). PlantingwascompletedonFebruary18,2020andannualmonitoringactivitiesbeganinthefallof2020, atleastfivemonthsafterplantingwascompleted,andwillcontinueinthefallfortheremainderofthe monitoringperiod(Table2).Eachyearareferencephotowillbetakenfromtheoriginpole,whichis locatednearthesouthwesterncornerofeachvegetationplot,andallplantedstemswillbemarkedwith flaggingtapeandtheirheightsrecorded.Speciescomposition,height,density,andsurvivalrateswillbe evaluatedonanannualbasisbyplotfortheentiresite.Thetotalnumberofvolunteerwoodystemswill alsobedocumentedandreported. PhotoReferenceStations Photographswillbetakenoftheprojectareausingadroneonceayeartovisuallydocumentsite conditionsforfiveyearsfollowingconstruction. TheapproximatelocationsoftheaerialphotosareshowninFigure4.Thephotosdocumentingthe currentsiteconditionsoftheParcelareprovidedinAppendixD. VisualAssessments Visualassessmentsshouldsupportthespecificperformancestandardsforeachmetricasdescribed above.Visualassessmentswillbeperformedwithinthesiteonasemiannualbasisduringthefiveyear monitoringperiod.Problemareasconsistingofvegetativehealthanddensityissueswillbenoted.Areas ofconcernwillbemapped,photographed,andaccompaniedbyawrittendescriptionintheannual report.Problemareaswillbereevaluatedduringeachsubsequentvisualassessment.Theextentof invasivespeciescoveragewillalsobemonitoredandtreatedasnecessarythroughouttherequired,five yearmonitoringperiod.PhotosshowingidentifiedproblemareasareprovidedinAppendixE. LoflinDairyPhaseIIBufferMitigationBankParcel MonitoringYear3ReportΑDraftPage4 AdaptiveManagementCriteria IftheParceloraspecificcomponentoftheParcelfailstoachievethesuccesscriteriaoutlinedinSection 2.1,adaptivemeasureswillbedevelopedand/orappropriateremedialactionswillbeimplemented.Site maintenancewillbeperformedtocorrectanyidentifiedproblemsontheParcelthathaveahigh likelihoodof affectingprojectsuccess.Suchitemsinclude,butarenotlimitedto,fire,flooding,drought, orinsectsthatcauseexcesstreemortality.Anyactionsimplementedwillbedesignedwiththeconsent ofDWRtoachievethesuccesscriteriaandwillincludeaworkscheduleandupdatedmonitoringcriteria. 2.3 ResultsofVegetationMonitoring 2.3.1 VegetativeSuccess ThesixvegetationplotsweresampledinSeptember2022towardstheendofthegrowingseason.A referencephotowastakenfromthesouthwestcornerofeachplot,whichcanbefoundinAppendixC alongwiththestemcountrawdata.Totalnumbersoftreespeciesidentifiedwithinthemonitoringplots aswellasdensityandcompositionaresummarizedinTable7.ThefielddatasheetsarealsoinAppendix C. Twostemsweremisidentifiedduringthepreviousmonitoringyearbutwerereexaminedandcorrectly identifiedduringMY3.Thisincludesonesteminplot1(a Quercusrubra thatwasincorrectlyidentified as Q.michauxii),andonesteminplot5(a Q.michauxii thatwasincorrectlyidentifiedas Q.phellos). Resultsofvegetationsamplingduringthe2022MY3monitoringperiodfoundanoverallaveragestem densityof594stemsperacrewithindividualplotsrangingfrom486850stemsperacre,whichexceeds thefinalrequirementof260stemsperacre.Theplotsarecomposedofsixdifferentspecieswithplot1 havingfourspecies,plots2and6havingfivespecies,andplots35havingsix.Fouradditionalvolunteer specieswerefoundinplots3and5butarenotincludedinthesitetotal.Theaveragestemheightin MY3is252cm,whichisanincreasein96cmsincethepreviousyear.TheParcelisontracktomeetits finalsuccesscriteria. Thetreeshavecontinuedtothrivesincetheherbaceousvegetationwastreatedwithringspraysduring MY1.Plantedstemsdonotappeartohavebeenadverselyaffectedbyherbaceouscompetitionandthe averagetreeheightisnowtallerthantheherbaceousgroundcover.Wildlandswillcontinuetomonitor thehealthoftheplantedstemsthroughouttheproject.Threesmallareasoflowstemdensity,totaling 0.5acres,werefirstidentifiedwithintheeasementduringMY1,asshownonFigure4.Theplanted stemsintheseareasareemergingabovetheherbaceouscover,andstemdensitieshaveshownvisual signsofimprovementbywayofresproutsandthecontinuedintroductionofvolunteerspecies; therefore,noadditionalplantingisneededatthistime.Wildlandswillcontinuetomonitorthisareafor emergenceofwoodyspecies. 2.4 Conclusions VegetationisthrivingacrosstheParcelandisexceedingperformancestandards.MonitoringYear3data showsanaveragedensityof594plantedstemsperacreacrossallvegetationplots,whichexceedsthe finalperformancecriteria.Thoughthereisadenseherbaceouslayerthroughoutthesite,thetrees appeartobelargelyunaffectedwithanaveragestemheightgreaterthan8feet.Aswiththeprevious year,monitoringdatashowspositivetrendsinvegetationestablishment,andthistrajectoryisexpected tocontinue.
