This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0000731. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with Non-discharge permit WQ0000731. Gary Norton, the ORC, was present and assisted with the inspection. Overall, the facility appeared to be in compliance with the permit. The flow was around 6,000 GPD during the time of the inspection, with seasonal and weekend use fluctuating flows year-round. The ORC reports no issues with the operation of the WWTP, except occasionally needing to remind the clubhouse of limiting heavy detergent use. The flow meter and turbidity meters are calibrated annually (last calibration 3/30/22) by KDT Tech. The ORC reported that pH usually measures between 7.3-7.5. All alarms were operational, and filters are backwashed daily. Static plates are utilized to remove floc prior to filtration. Off-spec water is dechlorinated then rerouted back to the headworks. The plant shows signs of deterioration and it is recommended that the facility repaint the WWTP and replace all of the rusty and removed grates. Installing a cover over the WWTP would assist with seasonal leaf infiltration into the system. Automatically activated backup power is not available at the WWTP but the ORC reports that there have never been any issues keeping the system online during power outages. The 5-day detention pond was empty at the time of the inspection. Both ponds appeared to be in good condition – no deterioration was observed in the liners, freeboard was adequate, and the banks remained clear of woody vegetation. A fence was somewhat recently installed all around the ponds and WWTP area. Toxaway golf course staff irrigate the golf course in coordination with the ORC. All spray heads are regularly checked and calibrated automatically. Irrigation rates are well below permitted limits. All paperwork associated with the facility was present for review during the time of the inspection. Signs are posted in the pro shop and clubhouse. The two pump stations visited during the inspection of the deemed permitted collection system were accessible and operational. The facility is in the process of installing SCADA for each pump station. All lift stations are duplex and have working audio and visual alarms. Grease traps at the clubhouse and hotel are pumped regularly. Each connection has a septic tank for solids capture.
