Dear Mr. Doherty:
On March 23, 2021, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a compliance sampling
inspection of the subject facility. The assistance provided by Mr. Paul Langfield, the operator in responsible charge
(ORC), was greatly appreciated as it facilitated the inspection process. The inspection report is attached. The
following observations were made:
Franklin County WWTP is permitted to discharge at a rate of 2.0 MGD and consists of: influent pump station
with mechanical and manual bar screens, grit chamber, dual aeration/anaerobic/anoxic basins, dual secondary
clarifiers, dual tertiary filters, dual train UV system, Parshall flume, post aeration, and aerobic digester. The
facility discharges into Cedar Creek, which is classified C-NSW waters in the Tar -Pamlico Basin.
1. At the time of inspection, the administratively continued NPDES permit was issued effective April 1,
2016, and expired September 30, 2019. The Division received the County's permit renewal application
on April 26, 2019, and reissued the NPDES permit on March 31, 2021, with an effective date May 1,
2021, and an expiration date September 30, 2025.
2. At the time of inspection, all listed treatment units were in operable conditions. Due to the wet weather in
early 2021, the facility had to maintain a higher than normal mixed liquor suspended solids (around 4000
mg/1, normal range is 3200 to 3400 mg/L) in the aeration basins, the sludge digester was almost full. The
facility was using an old basin from the original treatment plant to hold wasted sludge.
3. As part of the inspection, the inspector collected composite and/or grab samples from the influent and
effluent for analysis of the following parameters. The samples collected on the influent and effluent were
obtained using the subject facility's composite samplers and split with the facility for separate analyses.
The samples the inspector collected were analyzed by the DWR Laboratory. The inspector observed the
facility staff collect and measure the field parameters. The analytical results are summarized in the
following tables:

4. Influent and effluent sampling performed by the facility was observed and found to meet the permit
requirements.
5. The ORC maintains a daily logbook. Lab results, chain -of -custody forms, and Discharge Monitoring
Reports (DMRs) were complete and current, kept in good order and ready for review. July and July 2020
DMR data were compared to lab bench sheets; no data transcription errors were noted during the
inspection.
6. The right of way to the Outfall 001 was well maintained. The effluent was observed to be clear and free
of solids. No visible impacts were noted immediately downstream the effluent pipe.
7. Field lab parameter (Certificate No. 350) calibration and analysis records were reviewed during the
inspection.

At the time of inspection, permit expired on September 30, 2019. Permit was renewed on March 31,
2021, and became effective on May 1, 2021.
All treatment units were found operable at the time of inspection.
The inspector split influent and effluent composite samples with the facility, a grab sample was
collected at effluent for fecal coliform. Field paramter calibration and measurement were reviewed.
Lab results revealed that the facility was in compliance on the day of inspection.
