Box 77013 Greensboro, NC 27417-7013 Geo er t�t h`?D 14 ireetb October 15, 1991 OCT 2 3 1991 BRANCH Subject: NPDES Permit No. NC0023299 Woodlake Mobile Home Park Guilford County Dear Mr. Webb: In response to your inquiries of May 18, 1990 and August 18, 1990 concerning the discharge limit requirements in your draft NPDES penult, the Division of Environmental Management offers the following: The NH3 - N is limited as a toxicant and not as a nutrient. According to procedures, the division has changed the NH3 limit from a daily maximum to a monthly average. You stated in your letter that your instream monitoring data show little or no reduction of DO as a result of the discharge. However, due to limited access, the downstream monitoring location is not in the optimum location. Also, the facility is currently operating at only half of the permitted wasteflow. While the instream data indicate there is currently a minimal impact, the limits are based on design conditions and stream flow of 7Q10 in order to protect water quality under the most extreme conditions. The zero -flow values for the 7Q10 and 30Q2 are not arbitrary. These values were arrived at by USGS according to established procedure. The Division would be glad to consider any information that suggests a positive 7Q10. Attached please find the procedure for performing a flow study in order to refute a zero flow determination. The division has determined that your application has been processed in accordance with current DEM regulations. Therefore, the Division will proceed to issuance of the subject peiutit.
