Dear Mr. Bartos:
The Division has reviewed your request to reduce the well monitoring sampling to semi-annually for the subject
permit. The Division has approved this request.
Please find enclosed the revised permit page. The revised page or pages should be inserted into your permit.
The old page may then be discarded. All other terms and conditions contained in the original permit remain
unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General
Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental
Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150E of the North
Carolina General Statutes, filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh,
North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.

SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A (3). Groundwater Monitoring Requirements
Monitoring wells 1, 4, 5, and 6 shall be sampled semi-annually in conjunction with quarterly RCRA post closure permit
sampling) for the following parameters:
NO3 Sulfate
Calcium Chromium
Magnesium • Zinc
Iron Arsenic
Manganese Total Dissolved Solids
pH Water Levels
Chloride Specific Conductance
The measurement of water levels must be made prior to sampling for the remaining parameters. The depth to water in each
well shall be measured from the surveyed point on the top of the casing.
Separate sampling is not required for those parameters included in the RCRA post closure permit groundwater monitoring
requirements and the results of the RCRA permit sampling may be submitted in fulfillment of this permit requirement for
those parameters. Analysis for parameters contained herein but not included in the RCRA permit should be conducted
simultaneously with the RCRA mandated analysis and all results should be submitted simultaneously.
The results of the sampling and analysis shall be sent to the Groundwater Section, Permits and Compliance Unit, P.O. Box
29535, Raleigh, NC 27626-0535 on Form GW-59 [Compliance Monitoring Report Form] every February, May, August, and
November.
Any additional groundwater quality monitoring, as deemed necessary by the Division, shall be provided.
The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A NCAC 2L, Groundwater
Classifications and Standards. The Compliance Boundary for the disposal system constructed prior to December 31, 1983 is
established at either (1) 500 feet from the waste disposal area, or (2) at the property boundary, whichever is closest to the
waste disposal area. An exceedance of Groundwater Quality Standards at or beyond the Compliance Boundary is subject to
immediate remedial action in addition to the penalty provisions applicable under General Statute 143-215.6A (a) (1).
In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the disposal systems midway between the
Compliance Boundary and the perimeter of the waste disposal area. Any exceedance of standards at the Review Boundary
shall require remedial action on the part of the Permittee.\

Delta Environmental Consultants, Inc. (Delta) is submitting this letter on behalf of our client, Chemical
Specialties, Inc. (CSI).
CSI would like to reduce the monitoring well sampling frequency for the compliance wells at the Harrisburg
facility from quarterly to semi-annually by skipping the January 2003 event and resuming in April 2003. We
would also like to request the NPDES permit for CSI Harrisburg be altered to reflect these changes.
Per an October 8, 2002 conversation with Mr. Mark Wilkins, a hydrogeologist with the NCDENR Division of
Waste Management (DWM), CSI has been granted permission to collect semi-annual groundwater samples from
the site compliance wells to meet the requirements of the facility's RCRA permit. Quarterly groundwater
sampling is no longer required to meet the conditions of CSI' s RCRA permit.
Reducing the compliance well sampling frequency in the facility's NPDES permit to concur with the
groundwater monitoring schedule in the facility's RCRA permit would be appreciated.
