Box 610 5910 Pharr Mill Road Harrisburg, North Carolina 28075 Dear Mr. Bartos: AVA NCDENR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES Subject: NPDES Permit Modification Permit Number NC0006351 CSI - Harrisburg Plant Cabarrus County On May 25, 1999 the Division's Moorseville Regional Office received indication from CSI that it had removed the final settling tank from service. Mooresville Regional Office staff subsequently requested that a permit modification be issued to CSI removing any reference to the aforementioned treatment unit in the active NPDES permit. Accordingly, the Division is forwarding a modification to the Supplement to Permit Cover Sheet removing the final settling tank from the description of treatment facilities. Enclosed please find the modified Supplement to Permit Cover Sheet. This page should be inserted into your permit and the old one discarded. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983. Please take notice that this permit is not transferable. Part II, E.4. addresses the requirements to be followed in case of change in ownership or control of this discharge. This permit modification does not affect the legal requirement to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be required. Continue to operate an existing wastewater treatment system consisting of a solids mixing tank, two (2) reaction tanks for pH adjustment, a two acre unlined storage lagoon, instrumented flow measurement, and a 1/2 acre lined storage lagoon at a facility located at 5910 Pharr Mill Road, Harrisburg, Cabarrus County; and 2. Discharge from said treatment works at the location specified on the attached map into the Rocky River which is classified C waters in the Yadkin -Pee Dee River Basin. There are several reasons for doing this: first, we don't feel jhljhg toy improves the quality of our effluent. We are confident we can meet qur perm requirements without this tank. We feel any improvement in quality _1 a,to this tank is marginal at best. Second, the tank is partially buried in the ground makingLinspection of the tank impossible.
