Dear Mr. Bartos:

NORTH CAROLINA DEPARTMENT OF
ENVIRONMENT AND NATURAL RESOURCES
Subject: NPDES Permit Modification
Permit Number NC0006351
CSI - Harrisburg Plant
Cabarrus County
On May 25, 1999 the Division's Moorseville Regional Office received indication from CSI
that it had removed the final settling tank from service. Mooresville Regional Office staff
subsequently requested that a permit modification be issued to CSI removing any reference to the
aforementioned treatment unit in the active NPDES permit. Accordingly, the Division is forwarding a
modification to the Supplement to Permit Cover Sheet removing the final settling tank from the
description of treatment facilities.
Enclosed please find the modified Supplement to Permit Cover Sheet. This page should be
inserted into your permit and the old one discarded. This permit modification is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983.
Please take notice that this permit is not transferable. Part II, E.4. addresses the
requirements to be followed in case of change in ownership or control of this discharge. This permit
modification does not affect the legal requirement to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local government permit that may be required.
If you have any questions concerning this permit, please contact Mr. Mark McIntire at
telephone number (919) 733-5083, extension 553.

Subject: Change in our waste treatment facility
Dear Mr. Gleason,
Please be advised that we are removing our final settling tankym our waste
treatment plant. This piece of equipment is specified in our permit as the attached permit
supplement sheet indicates. Currently our effluent goes to a settling lagoon Viand is then
pumped to a settling tank before being discharged to the Rocky River gFF; t 3
I spoke with Mike Parker of your office. He told me a letteradvismg youofthe-
change would be adequate since we won't have any troubling meeting $ our permi*
requirements.
There are several reasons for doing this: first, we don't feel jhljhg toy
improves the quality of our effluent. We are confident we can meet qur perm
requirements without this tank. We feel any improvement in quality _1 a,to this tank is
marginal at best. Second, the tank is partially buried in the ground makingLinspection of
the tank impossible. Third , we are preparing to do a stormwater unp rovement project in
the area of the tank and it will both make the project easier and itw ill,be convenient :to
do at that time because the equipment will be in the area. 1x
