They wish to modify their permit to take into account their low winter flow of 0.004 MGD and summer flow of 0.02 MGD. The BOD5 limit will be less stringent. OVIIPS WRS KRp /Mos) Compliance data indicates BOD5, TSS, Fecal, and NH3 violations. This could be due to seasonal/intermittent discharge. The permittee is currently pursuing an SOC. Facility should monitor for Oil & Grease and MBAS. Chlorine toxicity may be a problem, so letter will be sent. If modifi- cation to the facility occurs, then permittee should dechlorinate. More stringent limits on nutrient inputs may be required in the future. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 31 % (defined as treatment two in the North Carolina procedure document). ..The permit holder shall perform guarterry monitoring using this procedure to establish compliance with the permit condition.. The. first test will be performed after thirty days from issuance of this permit during the n onths of , tn., NoY, �, AMY . Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). I have enclosed a check for $200.00 to pay the permit processing fee. I want to call your attention to our request in the application for permit for two (2) separate sets of discharge limitations. Operations and attendance at our conference center are seasonal, resulting in relatively high wastewater flows during the peak summer months of June, July and August. Based upon water meter readings, our consultant, Mr. Russell Radford, has determined that the monthly average discharge rate from the conference center does not exceed 4,000 gallons per day during the period, September 1 through May 31. Additionally, the monthly average discharge rate during our peak season (June 1 through August 31) will nbt exceed 20,000 gallons per day. Therefore. it is requested that our NPDES Permit be reissued containing seasonal discharge limitations for domestic type wastewater based upon: (1) (2) Period June 1 thru August 31 September 1 thru May 31 Monthly Average Discharge Rate 0.02 MGD 0.004 MGD Seasonal discharge limitations would reflect assimalative capacity in the receiving stream for each flow condition.
