Dear Mrs. Godley:
This office has reviewed the subject erosion and sedimentation control plan. We find the plan to
be acceptable with modifications and herby issue this Letter of Approval with Modifications.
Modifications must be received in this office no later than two weeks prior to the project start
date. Failure to submit modified plans can result in a violation and fine under the Iredell County
Land Development Code. The Modifications required for Approval are listed on the attached
page. The Certificate of Approval issued by Iredell County must be posted at the job site. This
plan approval shall expire three (3) years following the date of this approval as is required by
Title 15A NCAC 413.0129 and Appendix H of the Iredell County Land Development Code.
Title 15A NCAC 4B 0118(a) and Appendix H of the Iredell County Land Development Code
requires that a copy of the approved erosion control plan be on file at the job site. Any
amendments and/or revisions to the approved plan must be reviewed and approved prior to
implementation in order for the site to remain in compliance. Failure to submit plans for approval
may result in administrative actions and/or penalties as indicated in the Iredell County Land
Development Code. Also, this Ietter gives notice as required by G.S. I I3A-61.1(a) and Appendix
H of the Iredell County Land Development Code, of our right of periodic inspection to insure
compliance with the approved plan.
Iredell County's Sedimentation Pollution Control Program is performance -oriented, requiring
protection of existing natural resources and adjoining properties. If, following the
commencement of this project, it is determined that the erosion and sedimentation control plan is

inadequate to meet the requirements of the Iredell County Land Development Code and the
Sedimentation Pollution Control Act of 1973, (North Carolina General Statute l I3A-S 1 through
66), this office may require revisions to the plan and implementation of the revisions to insure
compliance with the Act and Code.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and
State water quality laws, regulations, and rules. In addition, local city or county ordinances or
rules may also apply to this land -disturbing activity. This approval does not supersede any other
permit or approval. It is the responsibility of the applicant to obtain all other required permits or
approvals.
As of March 1, 2019, all new construction activities are required to complete and submit an
electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the
NCGO 10000 Construction Stormwater General Permit. This form MUST be submitted prior to
the commencement of any land disturbing activity on the above named project. The NOI form
may be accessed at deq.nc.govINCGO1. Please direct questions about the NOI form to Annette
Lucas at Annette.lucas@ncdenr.gov or Paul CIark at Paul.clark@ncdenr.gov. After you submit a
complete and correct NOI Form, a COC will be emailed to you within three business days. As of
May 1, 20I9, a $100 fee will be charged annually. This fee is to be sent to the DEMLR
Stormwater Central Office staff in Raleigh.
Please note that this approval is based in part on the accuracy of the information provided in the
Financial Responsibility Form, which you provided. You are requested to file an amended form
if there is any change in the information included on the form. In addition, it is required that this
office to be notified of the proposed starting date for this project. Failure to notify this office of
the starting date may result in a Notice of Violation and civil penalty. As required in the
approved plan construction sequencing, please schedule a preconstruction conference with our
staff prior to land disturbing activity.

Required changes are designated as "RC" under legal authority from NC
General Statutes Chapter 113A Article 4 and the Iredell County Land
Development Code.
Suggested changes are designated as "SC" for improvement of the plan.
Revised Approval with Modifications 10/5/2022:
1. Provide silt fence protection on new downslope areas north of Basin 1 and south of Basin
2 in the intermediate phase. —RC
2. Ensure 3 baffles remain in all basins and runoff is directed behind the P baffle furthest
from the skimmer until entire basin drainage areas are stabilized in the intermediate
phase. Forebay berm cannot be used as a substitute for baffles. —RC
3. Provide protection for stream work when stream work is not active. —RC
Original Approval with Modifications 7/26/2021:
1. Delineate the 100-year floodplain on the erosion control plans and provide a copy
of the floodplain development permit from the City of Statesville if applicable. —RC
2. Mark City of Statesville stream buffer requirements on the erosion control plan and
provide a copy of City approval for work in the buffer if applicable. —RC
3. Mark stream disturbance on the erosion control plans and make a note for the required
401/404 pen -nits. —RC
4. Add to the construction sequence that marked stream disturbance area will not be
disturbed until required 401/404 permits have been obtained and a copy provided to
Iredell County Erosion Control. —RC
5. Design all basin outlets, specifically 3-5, so that treated water leaves the site unobstructed
and across stabilized ground. Suggest extending skimmer outlet pipe through the silt
fencing or installing a stabilized & protected ditch to carry treated water offsite. —RC
6. In the Erosion Control Sequence Intermediate Phase step 2 include slopes 50 feet or
greater in length to require matting. —RC
7. Close the gap in the silt fencing between basins 5 & 7 on the eastern project limits in
Phase 1. —RC
8. Adjust Basin 3 skimmer orifice size to 1.5 inches in order to dewater the required volume
in as close to 3 days' time (3.13 days) possible. —RC
9. Adjust Basin 5 skimmer orifice size to 1.75 inches in order to dewater the required
volume in as close to 3 days' time (2.62 days) possible. —RC
10. For perimeter slopes in the Intermediate Phase, install diversions at the top of the slopes
feeding runoff from the parking/building grade to slope drains with inlet and outlet

protection to carry the water down the slope so that parking lot runoff does not sheet flow
down the slopes until stormwater infrastructure has been put into place to direct runoff to
the basins. -SC
